Technical assistance in support to civil service reform, Parliament and the electoral cycle in Sierra Leone

This project has commenced after Sierra Leone's most recent elections, providing an ideal time to consolidate past reforms in the areas of electoral support, parliamentary strengthening, and civil service reform within the new electoral cycle.

The project works with the three elements of government together, providing opportunity for real impact and change. The project will:

  • Provide support to the electoral cycle to consolidate electoral and democratic reforms allowing for improved political dialogue. This includes increasing the institutional, staff and infrastructure capacity of the National Electoral Commission; enhancing gender equality throughout all aspects of the electoral cycle; updating and reforming the legislative/regulatory framework; and developing capacity to extract the voter registry from the civil registry;
  • Provide parliamentary support to enhance the legislative process, institutional relevance and effectiveness of Parliament. This involves working with MPs to ensure that they (and parliamentary staff) are capacitated to better ensure Parliament’s role in the legislative process; improving public consultation processes; and increasing the representation of women at various levels in both elected positions and senior civil service positions; and
  • Improve the institutional capacity of the civil service to enhance public service delivery. This includes streamlining the mandates of civil service institutions; and improving the skills, competence, performance and public service delivery of civil servants at both the central and local level.
