The European Commission drew on Human Dynamics’ expertise when it was awarded the contract to provide technical assistance and build capacity to the Iraqi Council of Representatives (COR) at a critical juncture as it rebuilt with an eye to the future. We were able to negotiate the complex multi-actor environment and achieve notable gains in the capacity of staff and the rigour of the Council of Representatives processes in place.
As leader of the consortium, Human Dynamics drew together a team of experts and specialists from around the world. In the course of this project, our team undertook a systematic review of the existing systems; established a fully functioning training unit to build capacity and institutional memory; delivered multiple training courses for over 1000 participants; laid the groundwork for a Human Resources strategy covering aspects such as recruitment, staff evaluation, and career progression; established procedures across the Parliament to ease the flow of Governmental business; and organised study tours to provide perspective and opportunities to discuss strategy and approaches with counterparts.
