The overall objective of the programme is to support the implementation of the new transport strategy by institutional and regulatory reforms, and to improve transport safety and quality. The main focus of the project is to adapt institutional reforms to the needs of infrastructure and economic development; adapt regulations so that they are a tool for reforms; improve transport safety; and optimise the quality of services and products.
Our team are working with the Ministry of Transport of Algeria to modernise and improve its performance management system — in terms of both regulations and IT used and staff capacities to effectively use these. Also, the team are updating and harmonising legislation and regulations, and we work to ensure that regulation authorities are operational. Further, we provide institutional support to structures responsible for transport safety and security, including design and implementation of a plan to modernise the National Office of Meteorology.
To enable improvements to be sustained, we are working with the National School of Land Transport to assist in the increased professionalisation of those working in the transport sector — including implementation of multi-year training plans; and we are developing and implementing communication strategy and action plans, to ensure that authorities, operators and users are aware of and empowered by the new national transportation policy.
