The Programme for Legal Aid and Empowerment in Kenya (PLEAD) aims at providing access to justice for all and build effective, accountable and inclusive institutions at all levels. It targets the counties with the 5 largest urban centers of the country and 7 counties of the most marginalised area of Kenya (North-Eastern Kenya) and has a duration of 5 years. A financing agreement between the EU and the Republic of Kenya has been signed in August 2017.
The first component of PLEAD will support the National Legal Aid Service under the Department of Justice with the implementation of its mandate which is to develop and provide legal services in the context of the new legal aid bill.
