The overall objective of the project will be to strengthen the governance aspects of the CoE initiative at all levels as well as to undertake high level contact with beneficiary countries to reinforce the in-country interministerial dimension and ownership and to foster the anchoring of the initiative.
In particular, this includes better coordination of resources at the national and regional level, including the Regional Secretariats (RS). A coordinated approach to governance, tailored to specific situations and targeted counterparts, is called for in order to increase the overall effects of the CoE initiative as well as its long-term sustainability. Developing the “good governance” within the CoE initiative shall also involve the civil society, through a new model of cooperation on sensitive CBRN issues at an early stage.
Overall, the Consultant will thus contribute to the consolidation of the deeper roots of the Initiative in targeted partner countries.
