Brief Description |
The overall objective of the project
is to contribute to a more effective, efficient and transparent public
procurement process in Russia. The project shall support the
implementation of the new law of the Russian Federation “On the Purchase
and Delivery of Products for State Needs”, coming into force on 1
January 2006 and, thereby optimising value for money in public spending. The project shall consist of three
components. The first component shall aim at monitoring the de facto
implementation of the new law at the federal, regional and municipal
levels. Based on the monitoring reports, the project shall assist in
preparing amendments to the new law and to the subordinate legislation.
The second component shall focus on providing policy advice to the
Ministry of Economic Development and Trade of the Russian Federation and
related institutions in the field of public procurement (e.g. standards
for unified register, IT system, institutional changes, complaint system
etc.). The third component shall aim at capacity building, i.e. training
of Civil Servants and trainers in public procurement issues, including
setting up of educational standards, long distance training etc. |

Requirements |

Candidate has implemented at least 3 projects in the area of public
administration reform in CEE/NIS in the past five years; ·

Brief Description |
The specific objectives of this contract are targeted at ensuring efficient expenditure of Structural Funds (ERDF) resources in Competitiveness and Regional Development Operational Programmes related measures in financing period 2007-2013. The Contractor is also expected to deliver an eligibility check of the suggested project idea/proposal portfolio by the Contractor of Phase 1, enhance the final identification of viable project ideas/proposals for further development and to assist the set up of the operational manual for the most efficient functioning of a Project Generation Facility. The assignment of the contractor will include tasks for developing project ideas into fully fledged project proposals including all supporting documents ready for support under the Regional Development OP for the programming period 2007-2013. Furthermore the Contractor will have to undertake activities in order to strengthen the absorption capacity of micro– and SMEs by improving their project preparation and management skills and to establish good awareness and efficient two-way communication channels among the key players involved in “Competitiveness” programme implementation (final beneficiaries, trainers, Intermediate bodies and Managing Authority). |

Brief Description |
The project will provide assistance in the elaboration/revision of the qualifications provided within the formal education and training system (all qualification levels, higher education included), in view of their validation and inclusion in the Professional National Qualification Register. For new or revised qualifications, the training standards will be developed or revised based on job analysis and taking into account the existing occupational standards. After the external validation by the NAQ Sectoral Committees of the training standards, the related curricula will be developed. Special attention will be given to key skills and to the local development component of the curricula. Specific assistance will be provided for quality assurance within the whole education system, higher education included, in order to ensure a systemic approach. A pilot scheme will be applied to both TVET and higher education institutions in order to validate the proposed quality assurance instruments, mechanisms and procedures. Existing Regional Education Action Plans will be revised in order to enhance the participative strategic planning of the TVET provision within an integrated perspective of human resource development strategy. The elaboration of the Local/County Education Action Plans and School Education Action Plans will be also covered. Full participation of the social partners at both regional and local level will be considered. |

This project will support the improvement of Roma conditions in order to promote the social inclusion of Roma that do not have access to public services and in the labour market. The project consists of two components: · a grant scheme with a value of 2,83 Mil. Euro (2 Meuro EU, 0,83 national co-financing), · TA to support the grant scheme implementation. The grant scheme will assure financial support for solving the problems related to the lack of civil status (birth certificates) and/or identity papers. The principal objective of the project is to support the administrations of the former Yugoslav Republic of Macedonia to take an active and effective role in the preparation of financial co-operation programmes and projects financed by the EU, and in their technical and financial implementation within the framework of both the Decentralised Implementation System (DIS) and the Extended Decentralised Implementation System (EDIS) following later.
