Resources Management

We manage all aspects of resources management within a number of sectors from conducting sector studies, the design and drafting of sector specific legislation, providing expertise and know how in strategy and policy formulation and assisting in the implementation of sector-restructuring, the safe and effective management of resources, the development of information systems, and the creation, management and release of social development funds. 

We develop energy departments within Ministries and help formulate legislation including improved occupational safety standards.  We provide energy sector studies and strengthen government Ministries ability to plan, allocate and manage their natural resources and where necessary restructure local industries. We have experience of developing integrated Master Plans for the re-structuring and re-positioning of sub-sectors within a country’s energy strategy, including assisting in the establishment of a social development fund for the fulfilment of obligations arising from the re-structuring process. We are additionally accustomed to developing central databases and information management systems for recording sector relevant information for monitoring purposes as well as for better informed management of resources.

Our work inside Ministries of Transport involves the assistance in the development of information systems for recording and monitoring cargo traffic as well as improving transport networks and infrastructure at border crossings, the review and provision of legal recommendations for related regulatory frameworks and the preparation of Sector Operational Programmes. We also manage the institutional implementation of the EU Cohesion and Structural funds and associated Transport programmes. We provide the latest European know-how to railway and port administrations and provide tailor-made training sessions for senior transport officials on modern documentation and clearance methods.    

Our work in environmental policy to date has been concerned primarily with setting up systems to assist governments with monitoring their compliance, and therefore progress towards the transposition and implementation of EU legislation particularly with a view to fulfilling their requirements as per the acquis communautaire. We have also provided advice and expertise to assist government to finding the best way forward for them in achieving the objectives as set therein.

In the agricultural sector, we provide policy and institutional support to Ministries, including providing assistance with the development of strategies, linked to policy and programmes; the costing and allocation of resources in the development, submission and approval of the budget; and examine approaches to agricultural development, financial and human resources. We provide capacity building to ensure better informed decision-making and improve technical capacities.  We provide legal approximation services for the agriculture and food sub-sectors with a view to harmonising national policy with EU Directives according to the acquis communautaire.
