The overall objective of the project was to create a viable energy department (ED) within the Ministry of Foreign Trade and Economic Relations (MoFTER), capable of formulating and implementing energy policy for Bosnia and Herzegovina (BiH).
The objectives of this project were aimed at:
• Development of an Energy Strategy for BiH;
• Capacity building for ED staff through ‘on-the-job’ training and seminars/workshops;
• Development of an energy database for the state;
• Development of a state wide energy balance model.
The purpose of the intervention was to achieve the following specific outputs:
• Fully functional Energy Department of MoFTER (MoFTER/ED) is in place and capable of (i) formulating and implementing energy policy, and with a long-term Energy Strategy of BiH established, (ii) guiding the entire energy sector, consistent with overall energy policy of the state. This would be achieved / facilitated through:
• National Energy Strategy consistent with overall energy policy is developed and ready for Council of Ministers of BiH;
• Energy Database (EDB) supporting production of Energy Balances and planning models is developed and populated;
• Energy Balancing and Projection Model is developed and operational for own analysis of MoFTER/ED of strategy development options;
• Capacity Building Programme to MoFTER/ED staff throughout the whole period of TA implementation.
• Ensure coordinated approach of MoFTER/ED to technical assistance (TA) of the international donor community in the energy sector at the state level. In particular:
• MoFTER/ED demonstrates its capability to act as a central relay-point (“one-stop-shop”) for coordination of international donor assistance to energy sector of BiH;
• MoFTER/ED is capable to operate with little support from outside (i.e. need for outsourcing and TA).
