The general objective of the project was to improve the management of public finance in the frame of the Poverty Reduction Strategy. The specific objective was to support the execution of reform, based on results-based management.
Specific objectives:
The specific objectives of the present contract were the coordination and execution of PRO REGAR activities. The technical assistance will support the definition and execution of the financial project activities and the PRO REGAR interventions and the adoption of results based management in the financial domain.
• Consolidation and thoroughness of the elaborated system of ministry budget programmes and adoption of results based management;
• Rationalization and reinforcement of the control functions of public administration;
• Reinforcement of the capacity for external control;
• Reinforcement of the decentralization capacity of the Treasury
