The overall objective of the project is to enhance the efficiency, effectiveness and accountability of Public Administration (PAR) in Serbia in line with the PAR Strategy and in accordance with the requirements of the EU integration process. The purpose is to contribute to the implementation of the PAR Strategy and related Action Plans, in particular by enhancing strategic management, by supporting the rationalisation of public administration and by ensuring consistent human resource professional development. The project is aiming at the following results:
- Result 1: Improved framework for PAR Strategy implementation;
- Result 2: Organisational reengineering to improve the work and efficiency of PA bodies in accordance with the PAR Strategy, related Action Plans and European integration requirements;
- Result 3: Improved institutional framework for training of civil servants.
The Project will be implemented under three components:
Component 1: Framework for PAR Strategy implementation
- Sub-component 1A: Public administration reform coordination, monitoring and reporting aims at improving and making more effective coordination and monitoring of the PAR process.
- Sub-component 1B: Public administration reform information and communication aims at providing information to the wider public on PAR strategy - its goals and achievements - in order to increase awareness, transparency and accountability.
Component 2: Organisational reengineering aims at improving the work and efficiency of PA bodies in accordance with the PAR Strategy, its implementation plans, European Integration and Stabilisation, and Association Process requirements by addressing functional reviews, strategic planning and performance assessment.
Component 3: Institutional framework for training of civil servants in PA focuses on development of a better-trained and more effective public service. A well-defined demand-driven training is to be designed (along the lines of the Strategy for Professional Training of Civil Servants and related documents) using more effective human relations management systems. While enhancing the strategic policy lead capacity of the MPALG and the legal and institutional frameworks for the system of professional training for civil servants, our goal is to create a public service with strong values and professional pride.
