Support to Ministry of Finances

To help set up the Treasury Unit within the Ministry of Finance. Assistance was directed at:
• Drafting sub-legal documents (draft accounting standards, rules on bookkeeping, financial reporting etc.);
• Administrative development (appointment of a treasurer, review of functions and personnel, etc);
• Phasing-in of the treasury operation (development of a general ledger computer system, cash management system, etc);
• Phasing-in sectors such as budget execution, cash management, debt management.
Analysis of the institutional and regulatory framework in which the treasury system would be situated, agree with and assist the MoFE in the implementation of the necessary steps for change.
• Selection and implementation of a Financial Management Information System capable of at least the following functions for the Republic of Serbia: Link with Budget Preparation System. Commitment System. Accounts Payable System. Accounts Receivable System;
• Specification and implementation of the necessary IT systems to implement the FMIS;
• Development and delivery of specific training modules for staff using the new systems in the MoFE and in line ministries.
