Modernize HR management within the Romanian civil service

The project is designed to assist the National Agency for Civil Service (NACS) in its efforts to establish efficient mechanisms for the management of Human Resources within Romanian public administrations. Furthermore, to implement public administrative reform in the areas of civil service reform, decentralization and de-concentration of public services and the policy formulation process.

The specific objectives of the project aim at:

• Revise the legal framework (Civil Service Law) for policy design to improve the NACS structural capacities to enforce HRM regulations;
• Assist in the implementation of public policies for HR management and monitor the coordination mechanism established to reinforce inter-institutional cooperation et national and local levels;
• Improve transparency and accountability of Romanian public service;
• Develop a training model for human resources management in the frame of public administration reform.

The project activities are divided into three main project components as follows:

1. Develop systems and procedures for assessment, monitoring and control functions set out in the Civil Service law are developed within the NACS and put into use, by filling in the gaps in NACS’ capacities to effectively manage its revised responsibilities in the HRM field;
2. Develop and implement public policies for HR management in the Romanian public administration as well as design a monitoring and a coordination system;
3. Develop and implement a mechanism and procedures for ensuring the civil service transparency and accountability.
