The project is to increase the capacity of the regional institutions and their socio-economic partners in the identification and preparation of the projects co-financed by EU structural funds and to build and strengthen partnership at regional level.
Specific components:
To strengthen the capacity of Vidzeme Regional Development Agency (RDA) and its socio-economic partners in the Vidzeme region for:
• Regional development planning, in the identification, facilitation, preparation and management of the projects co-financed by EU structural funds.
• Establishing the necessary partnership arrangements.
Main outcomes of the project implementation:
Regional strategy
• The VDC/VDA has been thoroughly updated the Regional Strategy for the years 2007-2013. The strategy now fits well into the National Development Plan and the National Strategic Reference Framework.
Regional Partnership
• The regional partners are identified in the Model for regional partnership in regional development. The further elaboration of the partnership can be undertaken according to the instructions given in the above-mentioned Model. The Action Plan for the regional partnership gives instructions on how the measures mentioned in the model should be implemented;
• Partnership should in future be considered as a part of the implementation of cross-cutting principles in the Regional Strategy.
Capacity Building
• The VDA staff and a number of staff in the local governments in Vidzeme region have acquired adequate skills in writing concrete project proposals. This is also demonstrated by the success in the last Phare CBC and ESC calls as well as in the ERDF and ESF calls in terms of approved project applications.
