To support the capacity of Ukraine to make the best use of European Union (EU) assistance, in particular the Twinning (TWG) tool.
Support the preparation and management of the TWG programme in Ukraine in line with the European Commission (EC) rules and procedures under the direction of the PAO (Programme Administration Office) director through strengthening institutional capacity of the PAO and National Focal Points (NFP) in the line ministries and public bodies.
This will be done through 4 project components:
• Preparation and Implementation of TWG Projects in Ukraine;
• Strengthening Institutional Capacities of TWG SH (PAO, NFP in the ministries and other public bodies, task managers in the ECD) and Improving Effectiveness of Processes;
• Awareness Raising and Information Provision;
• Project Management and Reporting.
The following activities will be implemented:
• The development of TWG Concept/Request and Inclusion in the Annual Work Plan is supported by professional advice and operative actions;
• Development of ToRs for Framework Contract (FWC) experts is supported by professional advice and operative actions;
• Development of TWGF is supported by professional advice and operative actions;
• Call for Proposal, Selection and Evaluation is supported by professional advice and operative actions;
• Preparation of TWG Contract is supported by professional advice and operative actions;
• Implementation of TWG Projects is supported by professional advice and operative actions;
• Institutional (TWG) capacities of Beneficiary Ministries (BM) and Institutions is enhanced;
• Institutional (TWG) capacities of the EC Delegation (ECD) is enhanced;
• Institutional (TWG) capacities of the Programme Administration Office (PAO) is enhanced;
• Effectiveness of TWG processes is enhanced as a result of improved procedures and regulations;
• An Ukrainian TWG web site is established, developed and maintained;
• Appropriate quantity and quality Information/Promotion Materials are prepared and distributed;
• Progress of the TWG Programme is promoted well by public awareness and visibility events;
• Management of the ITO project satisfies requirements and TWG reporting obligations are fulfilled.
