Further Support to the Justice Institutions

The project takes place in the framework of the Stabilisation Association Process (SAP). The objective of the SAp is to support Kosovo in its structural reforms towards EU-standards and compatibility. The means for that are policy advice, technical assistance, recommendations and guidance. The strengthening of the local institutions, capacity building of the staff in these institutions and good governance across all sectors represent crucial fields of SAP interventions.

Rule of Law is one of the main priorities for the development of Kosovo. It will be strengthened through activities to support the institutional development of the judiciary and all related institutions. Another aim is to achieve sustainability of the established procedures so that gradually Kosovo institutions reach EU-standards and an EU- compatible space of freedom, security and justice for all citizens of Kosovo.

This project consists of 5 components that aim at consolidating and strengthening the capacities of the Ministry of Justice (MoJ), but also the Legal Aid System (LAS) of Kosovo that is becoming an independent government agency and the Kosovo Judicial Council (KJC).

1. Develop a modern and efficient administration system for the MoJ” is seen under the Governments’ priorities as a key challenge in support of the rule of law;
2. Elaborate an  “Internal Order” with the view to create an efficient management system for the MoJ. By this “Internal Order”, the required control and information flow mechanisms will be defined and implemented in order to generate a gradually more performance oriented and efficient management and administrative culture in the MoJ, in line with EU standards;
3. Enhancement of the capacities of the legal drafters of the Department of Legal Affairs of the MoJ through a training needs analysis and a set of training measures. Another main activity will be mentoring and coaching of the staff of the Department of Legal Affairs of the MoJ throughout the project duration in order to enhance the quality of Law drafting and to ensure gender, minority and environmental protection in law drafting;
4. Support to the Kosovo Judicial Council by means of a comprehensive training needs analysis and training measures for judicial staff in the use of the Court Management Information System (CMIS);
5. Supporting and consolidating the newly established Legal Aid System that will become after the transfer of powers from the United Nations Interim Administration Mission in Kosovo (UNMIK) an independent government agency through a variety of capacity building measures. The project activities include training measures for staff, support to the newly established budget and finance unit, creation of a statistical data base and a web-site for the LAS, design of a public information campaign and coaching in management skills.
