This 18 month EU financed project is to foster the systemic development and modernisation of the vocational education and training (VET) system in Croatia. A key output includes compliance with harmonising the Croatian VET system with the EU acquis communautaire, thereby strengthening the overall institutional and administrative capacity of the Agency for Vocational Education and Training (AVET) and becoming a focal point for all VET stakeholders, while being the main VET reform engine in Croatia.
Project will be implemented under two components:
Component 1: Improvement of organisation, institutional and human resource management procedure and policies in AVET.
The advisory services focus on designing, in close collaboration with the AVET, the most suitable strategy, structure and policies to reflect its role and responsibilities:
- Review current responsibilities of the AVET and provide specific recommendations;
- Conduct a revision of organisational structure, roles and responsibilities of the AVET Sub-Component;
- Design and prepare manuals, operational procedures as well as guidelines related to the functions of the to-be-established HRD Department;
- Develop an adequate methodology to aid AVET staff in the design of complex or individually tailored projects;
- Develop systems of internal transfer of know how and information exchange among AVET employees.
Component 2: Comprehensive capacity building of AVET staff.
This Component’s aim is to design the systems, identify the training needs, provide training plans and initiate the training programmes to develop the capacity of AVET staff:
- Develop comprehensive mid-term training plan per department;
- Provide recommendations for follow-up actions and design overall mentoring system;
- Design and organise a pilot e-learning course on selected subjects related to AVET core activities;
- Design and install a website for capacity building activities for AVET’s staff members/key external experts.
