The objective of the study was to analyse applicable legislation and other regulations in force at the Western borders of the four NIS states Russia, Belarus, Moldova and Ukraine. The analysis comprised the identification of obstacles to modern control techniques and enabled the Commission to give recommendations to the partner states to modernise their border legislation and other regulations in order to adjust them to international standards.
In particular, this involved the analysis of:
• The customs and border control procedures in accordance with current international best practice, including the acceleration of clearance with road traffic sealed in accordance with the International Road Union TIR Convention and the introduction of “red” and “green” lanes.
• Joint controls of border guards and customs (i.e. that customs authorities are allowed to control passport when there are no border guards and vice versa).
• The exchange of intelligence and co-ordinating activities with reciprocal agencies on the opposite border.
• The possibility joint controls with reciprocal agencies on the opposite border.
