Public Finance Management
We work on all aspects of the PFM cycle from assistance with the development of macroeconomic models and other econometric tools in cooperation with statistical offices and equivalent agencies providing guidance on the development of the MTBF, MTEF and annual budget; ensuring the appropriate accounting processes and procedures are in place for revenue and expenditure management; guaranteeing reporting requirements including PIP and the corresponding technologies required; and assisting with the execution of PERs with a view to informing the following year’s planning.
We provide expertise to Ministries of Finance and other line ministries to assist in the development of MTBFs, MTEFs and annual budgets. Our involvement can begin as early on as in the development of strategy documentation from which the budget can be interpreted and formulated. Our support then continues with assistance throughout the budget process, from advice on the budget calendar and legislative environment and the production of guidelines, through training and supervision with budget submissions, and advising Ministers and then staff on how to approve and allocate funds systematically and ensure overall consistency of the budget with policy objectives. Our assistance, through capacity building and the introduction of appropriate systems and processes, enables governments to plan their budget for the coming year and where possible, for the medium term based on clearly defined and accurate information and according to policy priorities.
Our extensive experience also comprises working with Ministries of Finance, Treasuries, Revenue authorities and Statistical Offices to strengthen their knowledge and technical capacity in the formulation and execution of effective fiscal policies and improving the management of public finances at all levels of government. Our assistance in this regard includes working with our project counterparts to collect, consolidate, input and publish fiscal data in a timely and efficient manner, monitor compliance with the agreed targets for consolidated fiscal balance, analyse the macro-economic developments and produce revenue estimates for the coming fiscal year. This requires institutional strengthening and capacity building at all levels to include analysts and policy advisors with a view to governments being able to conduct economic analysis and forecast revenues as well as formulate coherent proposals on expenditure reform policies and developing reliable, transparent and comprehensive consolidated accounts and monitoring fiscal balance during budget execution.
Human Dynamics additionally provides direct assistance to Statistical Offices around the world, both in an institutional and organisational development capacity as well as in a technical capacity. We work with Bureaus’ of Statistics from initiating the process of establishing efficient planning, steering and budgeting and communication structures as well as in data collation, management techniques and statistical improvement processes. We train and advise staff and assist them through the change management process. Using the data provided by the statistical offices and with the overall objective of strengthening government capacity to implant sound economic management and policy formulation, we work with the key departments within the ministries of finance and economy to develop and implement macroeconomic models to provide forecasting methodologies and capabilities utilised in budget implementation and central to the formulation of economic policy. We additionally provide assistance with the institutionalisation of the processes including participatory activities, training and support.
With a view to improving the effectiveness of public spending through internal audit and control, our teams work in consultation with central and local government in the drafting and implementation of appropriate legislative frameworks, in designing and providing support to budget organisations in the implementation of internal audit plans and initiating capacity building techniques to develop the knowledge and skills of the internal auditors to enable them to perform quality internal audits and maintain financial control.
