TRACECA — Transport Dialogue and Networks Interoperability II
The project area covers Eastern Partnership countries (Armenia, Azerbaijan, Georgia, Moldova and Ukraine) and Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) of the TRACECA transport corridor. Bulgaria, Romania and Turkey will be associated as indirect beneficiaries.
This project has been conceived as the follow-up of the previous TRACECA EU funded Transport Dialogue and Networks Interoperability (IDEA I) project. The overall objective is to provide technical support to the beneficiary countries in their efforts to align with the EU´s and international transport standards and in improving transport connections between themselves and with the EU. This project will contribute to the achievement of the policy objectives defined in the Commission Communication on transport relations with the European Neighbourhood Policy countries. Particular emphasis is to be put on improving coordination with IFIs and participation of the private sector in transport projects.
The purposes of the project are as follows:
- Contribute to project identification, project definition and appraisal leading to mobilisation of funding. Help to prepare and implement regional infrastructure projects, through providing studies, developing business and master plans, analysing financial and technical feasibility including public-private partnerships.
- Strengthen the political and transport dialogue mechanisms between the European Commission (EC), Eastern Partnership and TRACECA beneficiary countries, other project stakeholders and IFIs, by achieving effective communication and dissemination of activities and results of the TRACECA programme.
- Support the implementation of the IGC Long-Term Strategy until 2015 and related Action Plans, through assistance to the TRACECA Permanent Secretariat and member countries.
- Adapting the regulatory framework with a specific focus on sector reforms in order to facilitate the flows of goods within the beneficiary countries and between the beneficiary countries and outside.

Duration of the assignment: min 500 work days over 36 months
Requirements
Qualifications and skills:
- University degree in Transport Economics/ Transport Policy /Transport Engineering or related fields or equivalent
- Fluency in English and full working knowledge of Russian required
General professional experience:
- At least 12 years and preferably 15 or more years of professional experience in transport policies/planning/economics
- At least 5 years and preferably 8 or more years of professional experience in a management capacity
- Experience in direct high-level institutional communication is essential
Specific professional experience:
- At least 5 years and preferably 8 or more years of relevant experience in donor-funded projects in the transport sector in the ENPI and/or IPA (Instrument for Pre-Accession Assistance) countries, and/or in the beneficiary countries of this project
- At least 5 years of experience in transport infrastructure and/or methods of project financing
- At least 5 years of experience in working with international financial institutions
Position: Key expert 2 - Transport Project Development Expert
Duration of the assignment: min 500 work days over 36 months
Requirements
Qualifications and skills:
- University degree in Transport Economics/Transport Engineering/Transport Planning or related fields or equivalent
- Fluency in English and working knowledge of Russian required
General professional experience:
- At least 10 years and preferably 12 or more years of experience in international (including EU) transport infrastructure projects
- At least 5 years and preferably 8 or more years of experience in donor-funded projects in the transport sector in the ENPI and/or IPA countries, and/or in the beneficiary countries of this project
Specific professional experience:
- At least 3 years and preferably 5 or more years of experience in transport infrastructure project identification, appraisal and formulation
- Full working knowledge of geographical information systems and statistical modelling techniques applied to transport and/or spatial planning
Position: Key expert 3 - Transport Legal Expert
Duration of the assignment: min 500 work days over 36 months
Requirements
Qualifications and skills:
- University degree in Law or related fields, preferably with a specialisation in transport or similar fields or equivalent
- Fluency in English and working knowledge Russian required
General professional experience:
- At least 7 years and preferably 10 or more years of experience in transport law or related fields
- At least 5 years and preferably 8 or more years of experience in donor-funded projects in the transport sector in the ENPI and/or IPA countries, and/or in the beneficiary countries of this project
Specific professional experience:
- At least 5 years of experience in implementing EU Transport legislation in the areas covered by the different components
- Experience in transport sector tariffs, fees and financing issues is an advantage
