Technical Support For the Modernisation of the Public Procurement in Lebanon
The overall objective of the project is as follows:
Contribute to the development and implementation of a sound and efficient legal, institutional and operational foundation for the effective functioning of the public procurement system in Lebanon, in accordance with international well- recognised and accepted legal and institutional models and practices, including the use of modern information technology and e-procurement techniques. The public procurement reform will provide further transparency of public tenders whilst promoting efficiency and effectiveness in the use of public funds and reduce the potential for fraud, corruption and misappropriation.
The purposes of this project are to:
- Support the successful implementation of the public procurement modernisation initiative - legislatively, institutionally and operationally - by the provision of detailed reviews, analyses, draft decrees and studies;
- Support the establishment and effective functioning of the institutional regulatory and advisory structures within the government administration as well as the operational structures within contracting entities;
- Develop, in line with international best practices and on-going modernisation initiatives, with the use of latest information technology, a practical guide for public procurement, covering all its phases from procurement planning to the contract closure, as well as other operational tools such as user manuals, flowcharts, tool kits and standard tender and contract documents and templates;
- Develop a long- term sustainable capacity building and training program and train staff within Lebanese administrations responsible for public procurement;
- Support the development of an e-procurement system through a phased approach;
- Develop policies and measures on integrity enhancement and how to best execute internal and external control of procurement operations;
- Develop a methodology for benchmarking and performance measurement in public procurement.
Position: Key expert 1 - Team Leader
Duration of the assignment: Long Term Expert - min 450 work days over 30 months
Requirements
Qualifications and skills:
- University degree in engineering, law, economics, management, business administration or equivalent
- Proven ability to develop training master-plans as well as to design and provide training, workshops, study tours and presentations
- Excellent and effective communication skills
- Demonstrated analytical, negotiation and interpersonal skills
- Excellent written and oral communication skills in English. Knowledge of Arabic is an asset
General professional experience:
Senior expert with substantial, documented experience in managing international and preferably EU financed projects in the area of public procurement
- Extensive general professional experience (approx 15 years) in relevant contexts, such as but not limited to, legal and institutional development, managing procurement operations, and as adviser/consultant to governments, public organisations, international organizations and/or private enterprises
Specific professional experience:
- Significant experience (approximately 10 years) in management, technical advisory, or supervisory functions in public sector procurement in scope and activities related to those required in this TOR
- At least 5 years of experience in management and implementation of public sector projects financed by international donors. Experience in public sector projects financed by the European Union is an asset
- Excellent knowledge of and hands-on experience in procurement standards and norms and best practices, preferable in both public sectors and international donor sectors. Awareness of Lebanese public procurement is an asset
- Experience of designing and delivering high-end training in the area of public procurement
Position: Key expert 2 - Senior Legal and Institutional Expert
Duration of the assignment: Long Term Expert - min 300 work days over 30 months
Requirements
Qualifications and skills:
- University degree in law or equivalent and preferably in economics or public administration
- Excellent and effective communication skills
- Demonstrated analytical, negotiation and interpersonal skills
- Excellent written and oral communication skills in English. Knowledge of Arabic is an asset
General professional experience:
Senior expert with substantial experience as procurement legal and institutional expert
- Extensive general professional experience (approximately 10 years) in relevant contexts, in particular on legal and institutional development acquired in management positions within the public administration (preferably in central procurement policy and advisory functions) or as adviser/consultant to governments
Specific professional experience:
- Significant experience (5-7 years) in advisory functions in public sector procurement in scope and activities related to those required in these ToR of relevance to this position. Familiarity with the Lebanese legal system is an asset
- Minimum 2 years of experience in designing and delivering high-end training in the area of public procurement
- Experience of participating as adviser in international projects of similar nature to this project is an asset
Position: Key expert 3 - Training and Communication Expert
Duration of the assignment: min 200 work days over 30 months
Requirements
Qualifications and skills:
- University degree in public Administration, Communication, Business Administration, Human Resources Management, or equivalent
- Excellent and effective communication skills
- Excellent competencies in methodology and development of training methodology and techniques
- Excellent written and oral communication skills in English and Arabic
General professional experience:
- Extensive general professional experience (approximately 10 years) in relevant contexts, in particular on the design and implementation of training systems and programmes, preferably in the area of public procurement
Specific professional experience:
- Significant experience (5-7 years) in advisory and training delivery functions in scope and activities related to those required in this TOR of relevance to this position
- Experience of participating as training adviser in international projects of similar nature to this project is an asset
- Experience in preparing and conducting information and awareness activities
Position: Key expert 4 - Senior E-procurement Expert
Duration of the assignment: min 200 work days over 30 months
Requirements
Qualifications and skills:
- University degree in the IT- sector, preferably complemented with higher education in business administration, economics or equivalent
- Excellent and effective communication skills
- Excellent written and oral communication skills in English. Knowledge of Arabic is an asset
General professional experience:
- Extensive general professional experience from public and/or private organisations (approximately 10 years) as project manager or in equivalent leading positions for complex IT systems development, including in the area of e-procurement development in the public sector
Specific professional experience:
- Significant experience (5-7 years) in advisory functions in the area of public sector e-procurement design and implementation in scope and activities related to those required in this ToR of relevance to this position
- The key expert should have gained specific experience in the following fields: Data management, storage and filing systems; Design and implementation of electronic information systems (databases, web authoring, etc.); IT based decision-support systems, supporting tools and applications
- Experience of participating as adviser in international projects of similar nature to this project is an asset
