Project Description: 

The Turks & Caicos Islands (TCI) is an Overseas Country and Territory falling under the responsibility ofthe United Kingdom. The population was some 37 000 in 2007. Tourism, real estate, construction and offshore financial services are the main sources of income. They receive financial support from the European Commission, in particular through the European Development Fund. Following the recommendations made in the 2009 Report by Sir Robin Auld on the U.K. Commission of Inquiry into possible corruption or other serious dishonesty, urgent and wide-ranging systemic change was recommended. To address this, the following activities have begun: amendments to existing legislation, the submission of a draft legislative programme to the Advisory Council and, following the Council's approval, an appraisal of issues in the key sectors and the drafting of legislation. Specific activities required under the contract will include an appraisal of ordinances, redrafting as needed, appraisal of the need for new legislation and drafting, plus identification of other areas of drafting concern.

Position: Key Expert 1 - Team Leader

Duration of the assignment: 220 work days over 15 months

 

Requirements

The Team Leader should be a qualified and experienced legal drafts person and should have:

 

- a university degree at postgraduate level in economics, law or another relevant subject;

 

- at least 15 years professional drafting experience working across sectors and fields related to public sector management and reform, and national development issues, in particular some of the areas to be covered by the public sector reforms in the Turks and Caicos Islands;

 

- expertise in communication and team management;

 

- good interpersonal skills;

  

- good written and spoken English;

 

- experience of working in the Caribbean or other island economies would be desirable.

 

Position: Key Expert 2

Duration of the assignment: 150 work days over 15 months

 

Requirements

The Key Expert should be a qualified legal draftsperson and should have:

 

- a university degree in economics, law or another relevant subject;

 

- at least 10 years professional drafting experience working in sectors and fields related to public sector management and reform, preferably in areas that complement the experience and skills of the Team Leader;

 

- good communication skills;

 

- good interpersonal skills;

 

- good written and spoken English.
