Project Description: 

The overall objective of the programme is to strengthen the institutional and organisational capacity of the Palestinian civil police (PCP). The purposes of this project are as follows: - to undertake a PCP-wide external and internal baseline assessment, and developing the capacity of the PCP to update it annually for performance monitoring purpose - to reinforce the training administration and establish a comprehensive teaching and training system for the PCP, including coaching the Jericho training facility (JTF) to deliver sustainable operations and setting up appropriate linkages with HR - to introduce consistent change management capacity to help steer reform in a sustainable manner from inside the institution.

Position: KE 1 - Team Leader/Senior Change Management and Human Resources Expert
Duration of the assignment: 520 work days over 28 months

Requirements
Qualifications and skills:
- Masters degree in Management or Business Administration or Public Administration or Law or Social Science, preferably with a focus in human resources or change management, or at least 10 years of experience additional to that required under General professional experience
- Fluency in written and spoken English
- Knowledge of Arabic would be an advantage
- Computer literacy skills
- Excellent organisational, coordination skills, aptitude for teamwork and ability to communicate with partners at all levels and effective reporting/writing skills

General professional experience:
- At least 10 years of experience with senior level management responsibility in institutional capacity building or public sector administrations
- At least 5 years experience in transition countries with complex political and economic environments

Specific professional experience:
- At least 5 years of working experience in security sector reform or police reform
- Previous experience in leading and managing donor funded technical assistance projects with a focus on public sector performance development and institutional capacity building
- Previous experience with Arabic institutions in the region would be an advantage

Position: KE 2 - Senior Training Administration Expert
Duration of the assignment: 520 work days over 28 months

Requirements
Qualifications and skills:
- Masters degree in Management or Business Administration or Public Administration or Law or Social Science, preferably with a focus on training or professional development programmes, or at least 10 years of experience additional to that required under General professional experience
- Certificate in training would be an advantage
- Fluency in written and spoken English
- Knowledge of Arabic would be an advantage
- Computer literacy skills
- Excellent organisational, coordination skills, aptitude for teamwork and ability to communicate with partners at all levels and effective reporting/writing skills

General professional experience:
- At least 10 years experience with senior level management responsibility in institutional capacity building, in public sector administrations or professional service organisations
- At least 5 years experience in transition countries with complex political and economic environments

Specific professional experience:
- At least 5 years of experience developing and managing training systems or coordinating training activities, preferably in a management position in a public institution
- Experience in security sector would be a strong asset
- Previous experience with Arabic institutions in the region would be an advantage

Position: KE 3 - Senior Training Facility Expert
Duration of the assignment: 200 work days over 28 months

- Masters degree in Management or Business Administration or Public Administration or Economics or Social Science, preferably with a focus on organization management, or at least 10 years of experience additional to that required under General professional experience - Fluency in written and spoken English
- Knowledge of Arabic would be an advantage
- Computer literacy skills
- Excellent organisational, coordination skills, aptitude for teamwork and ability to communicate with partners at all levels and effective reporting/writing skills

General professional experience:
- At least 10 years of experience in public sector development and relevant fields
- At least 5 years of working experience in an international contex

Specific professional experience:
- At least 5 years of experience in conducting organisational assessment and developing performance systems
