Technical Assistance on Mental Health Care and Drug Addiction Treatment Services in Prisons
The overall objective of the current project is to improve the penitentiary system in Turkey in line with international and European prison standards.
The purposes of the project is to improve mental health care and drug addiction treatment services in prisons including the development of sufficient approach models regarding early diagnosis, assessment and treatment of prisoners, in line with EU standards.
Results to be achieved:
Result 1: Establishment of a new approach system for diagnosis and evaluation procedures for recognition of prisoners with problems
- Development of an assessment and evaluation tool which wi ll define the psychosocial and medical factors which enable and prevent the appearance of the suspected psychiatric problem
- Development of a diagnostic tool which will be able to determine the risk of the psychiatric illness, and differentiate the symptoms from malingering cases
- Manuals for the newly developed assessment and diagnostic tools
- Establishment a software programme for the early diagnosis of the cases
- Development of a client trailing software for the mentally ill and drug user prisoners
- Development of manuals for client trailing system
- Publication of 5000 client trailing system manuals
- Development of a website where all the related information and studies will be published
Result 2: Establisbment of a standard intervention system
- Development of a standard intervention system which includes at least 11 intervention programs focused on ADHD, psychosis, anxiety, depression, sleeping disorders, su icidallendency, alcohol and drug dependency and misuse, antisocial personality disorder, bipolar disorder, obsessive compulsive disordcr and PTSD
Result 3: Establishm ent ofa new model health promotion of staff
- Establishment of a sustainable model which will protect and support the mental health of staff and prisoners
- Preparation of materials such as posters, brochures, notes, slide sets, etc.

Requirements
Qualifications and skills:
- University degree in psychiatry or psychology
- Specialized in Clinical Psychiatry/having PhD degree in Psychology
- Good command in wrinen and spoken English
General professional experience:
- At least 15 years of professional working experience in psychiatry field
Specific professional experience:
- At least 5 years of experience in drug addiction and treatment field
- Working experience for at least I year in Turkish Prison System
- Experience in questionnaire development
- Experience in development of at least 1 offender behavior programme
Position: Key expert 2 - Forensic Psychology Expert
Requirements
Qualifications and skills:
- University degree in psychology
- Post graduate degree in clinical or forensic psychology
- Good command of wrinen and spoken English
General professional experience:
- At least 10 years of professional working experience in the psychiatry field
Specific professional experience:
- At least 7 years of working experience in forensic field
- Research and assessment experience on clinical/forensic psychology
- Knowledge of psychometrics
- Knowledge of advanced statistics
Position: Key expert 3 - Coordination Expert
Requirements
Qualifications and skills:
- University degree in soc ial sciences or linguistics. In the absence of university degree, the expert should have an equivalent professional experience of minimum 10 years
Good command in written and spoken English
Good command in written and spoken Turkish would be an asset
General professional experience:
- Minimum of 5 years of professional experience
Specific professional experience:
- At least 2 project experience in justice field
- Experience in Turkish j ustice sector project will be an asset
Position: Key expert 4 - Information Technologies Expert
Requirements
Qualifications and skills:
- University degree in computer engineering, software engineering or working experience of minimum 15 years in the field of software development
- Good command in written and spoken English
General professional experience:
- Preferably 10 years of professional working experience in the field of software development
Specific professional experience:
- Software development experience with Java basis
- Experience in Business Tracking Programs
- At least 2 project experience in justice field
