Project Description: 

The overall objective of the project is to promote the efficiency and sustainability of social protection policies and social services to poor and vulnerable populations in the West Bank and Gaza (WBG).

The purposes of the project are as follows:

  • To strengthen the capacity of the Palestinian National Authority (PA) to design, manage, monitor and evaluate social protection strategies and policies;
  • To develop the capacity of Ministry of Social Affairs (MoSA) to plan, manage, deliver and monitor social protection services with increased community and private sector involvement;
  • To improve the functioning of MoSA at central and local levels.

Expected results:

  1. To strengthen the capacity of the PA to design, manage, monitor and evaluate social protection strategies and policies;
  2. To develop the capacity of MoSA to plan, manage, deliver and monitor social protection services with increased community and private sector involvement

Position: Key Expert 1 - Team Leader / Senior Social Protection Expert

A Senior social protection expert, with a focus on modernisation and improvement of service efficiency and effectiveness. The team leader will provide a significant role in the delivery of technical advice to the Palestinian Authority in response to key issues and the development of systems related to the improved delivery of poverty reduction and social protection policies and programs. He/she will also provide hands-on coaching in day-to-day activities of the Ministry of Social Affairs. As team leader, the expert will have the responsibility for providing overall coordination for technical assistance implementation.

Requirements
Qualifications and skills:
- Graduate university degree in Public Administration, Economics, Social Sciences, Law, or equivalent
- Computer literacy skills (MS Office/MS Project)
- Fluency in written and spoken English
- Ability to communicate in Arabic would be an advantage

General professional experience:
- At least 20 years of relevant experience working in the sector(s) of social protection and/or social assistance and/or social welfare development At least 5 years of this experience should have been at senior managerial level
- Preferably 15 years or over of experience in developing countries that includes advising Governments and development partners on a wide range of social protection reform issues as well as on the design, implementation and monitoring of social support programmes or social safety nets, but a minimum of 10 years required
- Knowledge of overseas development assistance policies of major development partners, the European Union in particular;
Knowledge of project cycle management, development and implementing monitoring and evaluation systems based on performance indicators, including the use of the logical framework
- Knowledge of the process of organisational change and development within the context of social protection services reform, including service delivery, logistic management, financial management, business process improvements in State institutions or professional service organisations providing social protection service etc.

Specific professional experience:
- Preferably 10 years or over of experience in leading and managing donor funded technical assistance projects with a focus on of social sector projects, including longterm (multi-annual) development welfare projects, but a minimum of 5 years required
- Experience in strategic planning, organisational development, social community services planning and development
- Experience in undertaking institutional training needs assessments, and designing and implementing large scale training programmes
- Experience in coaching and mentoring staff, particularly with senior level managers
- Previous experience in the Middle East would be an advantage

Position: Key Expert 2 - Senior Expert in the Design, Delivery and Management of Social Benefits

A senior social benefits expert with knowledge and experience in the reform and modernisation of systems of provision and delivery of social assistance and social benefits - both in non contributory social assistance and contributory social insurance services.

Position: Key Expert 3 - Senior Expert in Community-based Planning and Delivery of Social Protection Services

A senior expert in community-based social services, with first-hand experience in developing community-based social services. The expert will provide a significant role in providing strategic guidance, training and days-to-day coaching to MoSA to plan, commission and manage decentralisation and establishment of community social services on a pilot-basis. Activities will include the development of social services standards and the institutional arrangements necessary for setting up community based services, including the establishment of a sustainable mechanism which will support the execution of the reform process and enable funds for the commissioning of community based social services.The expert will have the responsibility for coordinating activities of the project "Regional Coordinators" in the selected pilot Governorates.
