Technical Assistance to the EU Project "Support to the Local Government Units for More Effective and Accountable Public Finance Management"
The overall objective of the project is to contribute to the achievement of the MDGs and poverty reduction in the Philippines, in line with the 2011-2016 Philippine Development Plan, through improved public finance management resulting in improved delivery of basic services by local governments.
The purpose of this project is to support the Government at national and regional level to enhance capacity of local governments to generate revenue and to allocate and spend public funds more effectively and efficiently.
Position: Key expert 1 - Public Finance Management Expert / Team Leader
Duration of the assignment: min 825 work days over 45 months
Requirements
Qualifications and skills:
- A Masters degree in development economics, public finance management, social sciences or equivalent
- An excellent verbal and written command of English is essential
- Proven organisational, communication, mobilisation and change management skills
- Proven ability to develop solid partnerships with high level officials in order to achieve project results
General professional experience:
- A minimum of 10 years of relevant professional experience, with 4 years of international experience in at least 4 developing countries
Specific professional experience:
- Experience in Public finance management of at least 8 years
- Experience in implementing EU-funded projects through partially decentralised management and knowledge of EU procedures would be an asset
- Preferably experience in a decentralised context
- Preferably experience in other major technical areas covered by the project
Position: Key expert 2 - Institution and Development Expert / Deputy Team Leader
Duration of the assignment: min 770 work days over 45 months

- An advanced university degree in development economics, social sciences or equivalent
- An excellent verbal and written command of English is essential. Knowledge of a Filipino language would be an added advantage
- Proven organisational, communication, mobilisation and change management skills
- Proven ability to develop solid partnerships with high level officials in order to achieve project results
General professional experience:
- A minimum of 10 years of relevant professional experience
- At least 5 years experience in institutional development and capacity-building
Specific professional experience:
- Experience in change management, institutional strengthening, needs assessments, and capacity-building activities
- Experience in working in a decentralized context would be an advantage
Position: Key expert 3 - Decentralization Expert
Duration of the assignment: min 770 work days over 45 months
