TA Services for the Project Entitled 'Addressing Maternal, Neonatal and Child Health Nutrition Needs for Indigenous Peoples and Other Disadvantaged Communities in Mindanao'
The overall objective of this project is to contribute to a significant, sustainable improvement in maternal and child health towards meeting the Millennium Development Goals (MDGs) 4 (reduction of child mortality) and 5 (improvement of maternal health) in targeted ICC/IP and other disadvantaged communities in Mindanao.
The specific objective of the project is to improve access to and utilisation of quality essential reproductive health services in selected ICC/IP ad other disadvantaged communities in Mindanao through a comprehensive and culturally acceptable implementation of Maternal, Neonatal and Child Health Nutrition (MNHCN) strategy.
The purpose of the project is to provide technical advice and support to the National Commission on Indigenous Peoples (NCIP), through its Project Task Force (PTF), as the main government agency responsible for the implementation of the project through partially decentralised management. Technical support will also be provided to the Department of Health (DOH) and local government units at different levels for capacity development, systems strengthening and advocacy.
Position: Key Expert 1 - Team Leader and Senior Institutional Development Expert
Duration of the assignment: min 924 work days over 50 months
Requirements
Qualifications and skills:
- A Master’s Degree or equivalent in anthropology, sociology, public health or development studies, management, education or a discipline related to the issues covered in the project
- An excellent verbal and written command of English is essential. Knowledge of Filipino would be an added advantage
- Experience in the management of an international team of experts of different technical backgrounds
- Organisational, communication, mobilisation and change management skills
- Ability to develop solid partnerships with high level officials in order to achieve project results
- Excellent negotiation and presentation skills
- Ability to analyse complex situations and be solution-oriented
General professional experience:
- A minimum of 15 years professional experience, with 10 years experience in developing countries, particularly in the Asian region
- At least 5 years experience in a managerial position
Specific professional experience:
- At least five (5) years of work experience of working/interacting with indigenous peoples and other vulnerable and disadvantaged communities and particularly concerning health issues
- Experience of at least 10 years in institutional development and capacity-building including needs assessment and design of capacity-building interventions for indigenous peoples in the health sector or for capacity building of indigenous people's organisations
- Experience in working in a decentralised context
- Familiarity with indigenous peoples in Mindanao would be an advantage
- Familiarity with the Indigenous Peoples Rights Act (IPRA) and the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP)
- Experience in community organising, conducting/facilitating trainings and consultative processes for capacity development in the social context
- Experience in managing EU-funded projects and knowledge of EU procedures would be an advantage
Position: Key expert 2 - Senior Reproductive Health Specialist
Duration of the assignment: min 836 work days over 50 months
Requirements
Qualifications and skills:
- A Medical Degree or equivalent with specialisation in public health or maternal and child health and nutrition or related field
- An excellent verbal and written command of English is essential, knowledge of Filipino would be an added advantage
- Organisational, communication, mobilisation and change management skills
- Ability to develop solid partnerships with high level officials in order to achieve project results
- Ability to work in a diverse cultural environment with a good team spirit
- Ability to analyse complex situations and to describe them in a clear and unambiguous manner and to propose possible solutions
General professional experience:
- A minimum of 10 years professional experience, with at least 6 years experience in developing countries
- At least 5 years experience in project management and implementation
Specific professional experience:
- At least 3 years of experience of working in the area of health services for indigenous people
- Experience on devolved health systems
- Knowledge of the Philippines' Universal Health Care framework and its strategy on Maternal, Neonatal and Child Health Nutrition (MNCHN) would be an advantage
- Experience in managing EU-funded projects and knowledge of EU procedures would be an advantage
Position: Key Expert 3 - Monitoring and Evaluation Specialist
Duration of the assignment: min 220 work days over 50 months

- A Master's degree or equivalent in development economics or management information systems
- An excellent verbal and written command of English is essential. Knowledge of Filipino would be an added advantage;
- Organisational, communication, mobilisation and change management skills
- Ability to develop solid partnerships with high level officials in order to achieve project results
General professional experience:
- A minimum of 10 years professional experience, with 4 years experience in developing countries
- At least 5 years experience in monitoring and evaluation
Specific professional experience:
- Experience in project cycle management
- Experience in building M&E systems
- Experience in implementing EU-funded projects would be an advantage
