Support to the Justice Sector in Jordan
The overall objective of this project is to support the justice reform agenda and stakeholders through a preparatory assistance to maximize the impact of subsequent SRC as a policy-driven support programme.
The specific objectives of the project are as follows:
- To assist the three branches of power in improving the institutional set up and governance of the Justice sector policies and reforms; notably ensuring the independence of the judiciary and strengthening inter-sector strategic coordination;
- To contribute to improving service delivery in the justice sector with results-oriented and multi-annual budgeting;
- To strengthen capacities of dealing with the primary and secondary legislation and the practices needed for better access to law and justice.
Position: Key Expert 1 - Team Leader / Senior Legal Expert
Duration of the assignment: 330 work days over 18 months
Requirements
Qualifications and skills:
- University High Degree in law;
- Full working knowledge of English as well as proven report writing skills
- Proven capacity to manage a team composed of specialists with varying experience and background; ability in developing multiple stakeholder relationships in order to support achievement of project outcomes
- Strong skills in the use of computers for word processing, spreadsheets;
- Excellent leadership, communication skills and didactic skills in a multicultural environment.
General professional experience:
- Minimum 15 years professional experience including 7 years in the area of justice sector as a legal professional
- Experience in international project teams, including at least once as a team leader
Specific professional experience:
- Experience in advising in justice and legal reform matters.
- Knowledge and experience of the justice system in Jordan or in Middle East and North Africa (MENA) region
Assets:
- Knowledge of EU sector budget support programmes and policy dialogue
- Management approach oriented to results in justice &/or security sectors
- Experience in the design of trainings
- Capacity to work in contexts with legal pluralism
- Knowledge of Arabic would be a strong asset
Position: Key Expert 2 - Senior Financial and Management Expert
Duration of the assignment: 330 work days over 18 months
Requirements
Qualifications and skills:
- University degree in Economics, Accounting, Engineer, Business, management, Public policies or a relevant directly related discipline
- Working knowledge of Arabic, good reporting skills, knowledge of English
- Excellent communication skills
General professional experience:
- Minimum 10 years professional experience including 4 years in the area of public management
- Budgetary procedure, public finance
Specific professional experience:
- Medium-term budget planning, program budgeting, objective-based budgeting
- Sound knowledge of EU sector budget support programmes
Assets:
- Experience in working in a finance department of a public or semi public institution
- Experience in drafting budgets and/or budgetary reform for public entities, modernisation of public expenditure circuits
- Experience in the design and delivery of trainings
Position: Key Expert 3 - Legal & Technical Advisor
Duration of the assignment: 330 work days over 18 months
Requirements
Qualifications and skills:
- University degree in Law
- Strong drafting and editing skills in Arabic, written and spoken skills in English;
- Good communication skills
- Strong skills in the use of computers for word processing, spreadsheets, database and common Internet usage
- Ability to conduct, compile and draft reports based on field and desk-based research
General professional experience:
- Minimum 3 years of experience in relation to the legal and/or justice sector in Jordan
- Thorough understanding of Jordanian law and judicial procedures
Specific professional experience:
- Proven experience in design and delivery of training
Assets:
- Previous work for multilateral/ or bilateral programmes
- Previous experience in the organization of workshops and study visits
- Legal professional in the Justice sector
