Project Description: 

The overall objective of the project is to further strengthen the Albanian administrative capacity to implement the Stabilisation and Association Agreement (SAA) and achieve adequate progress in the EU integration process.

More specifically, the contract aims at providing technical assistance to the Ministry of European Integration andline ministries through:

  • assisting with the transposition and implementation of EU legislation in Albania;
  • further developing the technical and administrative capacities of the Albanian administration in relation to thecountry's EU integration effort — covering both human resources and organisational issues;
  • supporting the implementation of the government's EU communication strategy.

Position: Key Expert 1 – Team Leader, EU-Accession & Institution Building
Duration of the assignment:
440 work days over 24 months

Requirements
Qualifications and skills:
- University degree in law, economics, public administration or public management, or any other relevant area for the project
- Computer literacy
- Fluency in both written and spoken English

General professional experience:
- Preferably 15 (but not less than 10) years of experience related to EU affairs in a candidate/potential candidate country or EU member state
- Not less than 5 years experience working directly with the EU integration (enlargement) process.
- Not less than 5 years working experience in/with public administration institutions in a Member State's and/or potential candidate country to accede the EU/candidate country to accede the EU (as a public official or long-term adviser).

Specific professional experience:
- Experience at managerial level in/with a Public Administration and/or International Institution in supporting institution building related to organisational reform and change management in the civil service and/or the transposition and implementation of EU law in a new EU Member State, Potential Candidate Country to accede the EU, Candidate Country to accede the EU.
- Experience of working with EU-funded projects as key expert and/or project's counterpart in a relevant field.

Position: Key Expert 2 – Deputy Team Leader / Human Resources Development
Duration of the assignment:
440 work days over 24 months

Requirements

- University degree
- Computer literacy
- Fluency in both written and spoken English
- Fluency in both written and spoken Albanian

General professional experience:
- Minimum of 10 years professional experience
- At least 6 years of experience related to human resource development and trainings in national/international projects in EU Member States and/or potential candidate country to accede the EU/candidate country to accede the EU

Specific professional experience:
- At least 5 years experience with the preparation and execution of training projects related to EU affairs and the application of EU law in / with public administration institutions in EU Member State, Potential Candidate Country to accede the EU, Candidate Country to accede the EU
- Working experience in at least 1 EU-funded project(s) for EU-related institution building and /or public administration reform, with training component

Position: Key Expert 3 – Legal Harmonisation
Duration of the assignment:
220 work days over 24 months
