Strengthening of Bosnia and Herzegovina Environmental Institutions and Preparation for Pre-accession Funds
The overall objective of this project is to contribute to environmentally sustainable economic development by:
- bringing BiH close to EU environmental standards
- strengthening administrative structures, and
- fostering the approximation with the requirements of the EU Environment Acquis.
The purpose of the project is as follows:
- Strengthening technical, administrative and EPA-compliant programming capacities of the institutions involved in environmental management in BiH to ensure the implementation of soft and infrastructure measures to achieve EU environmental standards.
Position: Key expert 1 - Team Leader and EU Accession Expert
Duration of the assignment: 440 work days over 24 months
Requirements
Qualifications and skills:
- University Degree in Political Sciences, Environmental/Intemational/EC Law, or a degree in natural sciences or engineering
General professional experience:
- Minimum of 10 years of general professional experience in environmental management
- Experience in managing teams of technical specialists (participation as team leader or equivalent position in minimum 2 projects related to the subject of this contract).
Specific professional experience:
- Minimum of 5 years experience in defining and implementing environmental policies in EU Member States and/or potential candidate/candidate countries for EU membership
- Minimum of 1 year of experience in preparation of Environmental Approximation Strategies in EU Member States and/or Potential and Candidate Countries.
- The expert should possess experience in proposing and implementing capacity building measures related to institutional reforms, preferably at the central level (at least 1 project related to the subject of this contract)
Position: Key expert 2 - Senior Legal Expert
Duration of the assignment: 400 work days over 24 months
Requirements
Qualifications and skills:
- University Law Degree or Degree in International/ Environmental/ EU Law or in a closely-related subject
General professional experience:
- Minimum of 10 years of professional experience, out of which at least 5 years dealing with transposition and implementation of the EU environment acquis in EU Member States and/or Potential and Candidate Countries for EU membership.
Specific professional experience:
- Minimum of 2 years of experience in preparation of acquis Approximation Strategies with focus upon legislative gap assessment and legislative transposition.
- The expert should possess experience in proposing and implementing capacity building measures related to institutional reforms, preferably at the central level (minimum 1 project related to the subject of this contract).
Position: Key expert 3 - Policy-making Expert - Nature Protection and Water Resources
Duration of the assignment: 160 work days over 24 months
Requirements
Qualifications and skills:
- University Degree in water/environmental engineering or natural sciences or in a closely related subject
General professional experience:
- Minimum of 7 years of general professional experience, out of which at least 5 years dealing with transposition and implementation of EU environment acquis in EU Member States and/or Potential and Candidate Countries for EU Membership.
Specific professional experience:
- Minimum of 3 years experience in preparation and implementation of EU and multilateral agreements requirements in EU Member States and/or Potential and Candidate Countries for EU Membership in water resources and/or natural protection.
- Experience in preparation of Implementation Programmes for EU environmental directives and/or multilateral agreements (minimum 2 projects related to the subject of this contract).
Position: Key expert 4 - Policy-making Expert - Industrial Pollution, Climate Change and Environmental Monitoring
Duration of the assignment: 220 work days over 24 months

- University Degree in chemical or environmental engineering or natural sciences or in a closely related subject.
General professional experience:
- Minimum of 7 years of general professional experience, out of which at least 5 years dealing with transposition and implementation of the EU environment acquis in EU Member States and/or Potential and Candidate Countries for EU Membership.
Specific professional experience:
- Minimum of 2 years experience in preparation and implementation of the EU and/or international environment requirements in EU Member States and/or Potential and Candidate Countries in at least two of the following subjects: IPPC, climate change issues, environmental monitoring and the processing of environmental data, Environmental Impact Assessment, environmental economics, the management of industrial waste, chemicals, and environmental toxicology
