Sector Policy Support Programme - National Rural Health Mission - Reproductive and Child Health Programme II - Lot 2
Invited to tender for Lot 2 of the EU-funded project “Strengthening the National and State Health Resource Centres (Health Management Information Systems, Human Resource Management, and promotion of e-governance in Health)” in India, we now seek a range of key and non-key personnel. The overall objective of the programme is to assist the Government of India in meeting the Millennium Development Goals (MOOs) and, in doing so, give support to the Ministry of Health and Family Welfare (MoHFW) in the implementation of the National Rural Health Mission (NHRM) with particular reference to improving results of the Reproductive and Child Health Project Phase II and to facilitate capacity building to tackle systemic determinants of women and children health. The overall objective of the this component is institutional capacity strengthening for enhanced service delivery in the health sector, particularly reproductive and child health. The specific objectives are:
- To develop an evidence-based regulatory system for the health sector.
- To strengthen national and state institutional capacity for enhanced service delivery through setting up and monitoring service delivery standards.
- To strengthen human resource capacity development and management for improved primary health care provision and logistic systems.
- To support improved use of health information systems, action research and performance and progress monitoring.
Position: Key expert 1 - Team Leader & Public Health Specialist
Duration of the assignment: 660 working days over 33 months
Requirements:
Qualifications and skills:
- Postgraduate degree (minimum Master Degree or equivalent) in public health, medical sciences or related field
- Academic and project oriented leadership abilities in a multicultural environment
- Excellent command of English (written and oral) and communication skills
General professional experience:
- At least 15 years of professional experience in public health, including at least 10 years at managerial level in academic or health administration related positions
- Knowledge in standards and quality assurance in health systems in EU
- Sound experience in health system research planning and implementation; knowledge of European Health Systems and teaching at postgraduate level in European institutions covering areas such as development of public and private health sectors, integration of health system, inclusive health strategies etc.
Specific professional experience:
- Experience in implementing or supporting health policy reforms, in particular relevant to standards and quality control in health systems and establishments as well as health ethics standards for medical practitioners accreditations bodies
- Experience in "New Public Health" concept
- Experience in multisectoral health advocacy for inclusive access to health services
- Experience as Team Leader in technical cooperation projects and exposure to EU procedures would be an asset
- Experience of Public Health Systems in
- Experience in the Indian Public health context will be an advantage
Position: Key expert 2 - Health Human Resources Expert
Duration of the assignment: 660 working days over 33 months
Requirements:
Qualifications and skills:
- Postgraduate degree (minimum Master Degree or equivalent) in social sciences/human resource development or related field
- Knowledge in gender mainstreaming
- Excellent command of English (written and oral) and communication skills
General professional experience:
- At least 10 years experience, including development and implementation of health human resources management and/or education training curricula and professional accreditation schemes and their implementation in European institutional contexts, and university level teaching experience implementing innovative teaching approaches (problem-based learning etc)
- Experience in human resources development in decentralised context
Specific professional experience:
- Experience in planning and implementation of distance education courses in New Public Health and related fields addressing the European learning environment
- Experience in developing educational training courses to include multisectoral issues (e.g. nutrition, sanitation) and from a gender perspective as well as in addressing issues related to discrimination, ruarginalisation and inequality in health training curricula, with particular reference to the European context
- Experience in developing nursing/paramedical education and building quality systems and performance appraisals in education

Position: Key expert 3 - Health Information Specialist

Qualifications and skills:
- Postgraduate degree (minimum Master Degree or equivalent) in health informatics/information technology or related field
- Specialisation in health information/database system development
- Sound analytical abilities
- Capacity to work in a multicultural environment
- Excellent command of English (written and oral) and communication skills
General professional experience:
- At least 10 years professional experience in developing information/database development, including at least 3 years of developing health information/database systems in the European context and/or in transitional countries
Specific professional experience:
- Experience in developing implementing e-governance programmes in the health sector and decentralised health information systems
- Work experience in South Asia and or in developing countries would be an asset
Position: Key Expert 4 - Health Economist and Governance Expert
Duration of the assignment: 660 working days over 33 months
Requirements:
Qualifications and skills:
- Postgraduate degree (Master degree or equivalent) in health economics or related field
- Specialisation in health care financing would be an asset
- Ability to work in a multicultural environment
- Excellent command of English (written and oral) and communication skills
General professional experience:
- At least 10 years professional and academic experience in health economics, covering health systems reforms in EU Member States and transitional countries
- Experience as consultant in EU supported development projects/programmes would be an asset
Specific professional experience:
- Track record experience in developing and implementing innovative health financing strategies, at national and sub-national levels in decentralised mode
- Professional experience in evidence-based health planning and systems reform addressing new EU Member States and new accession States
- Demonstrated experience in budget analysis, including gender and outcome budgets and/or designing innovative health service financing and cost-sharing mechanisms that promote equity and inclusiveness.
- Work experience in South Asia and or in developing countries would be an asset
