Sector Policy Support Programme - National Rural Health Mission - Reproductive and Child Health Programme II - Lot 1
Invited to tender for Lot 1 of the EU-funded project “Strengthening the National and State Institutes of Health and Family Welfare (Distance Health Education, Health Systems Research)” in India, we now seek a range of key and non-key personnel. The overall objective of the programme is to assist the Government of India in meeting the Millennium Development Goals (MOOs) and, in doing so, give support to the Ministry of Health and Family Welfare (MoHFW) in the implementation of the National Rural Health Mission (NHRM) with particular reference to improving results of the Reproductive and Child Health Project Phase II and to facilitate capacity building to tackle systemic determinants of women and children health. The overall objective of this component is institutional capacity strengthening for enhanced service delivery in the health sector, particularly reproductive and child health. The specific objectives are:
- To develop an evidence-based regulatory system for the health sector.
- To strengthen national and state institutional capacity for enhanced service delivery through setting up and monitoring service delivery standards.
- To strengthen human resource capacity development and management for improved primary health care provision and logistic systems.
- To support improved use of health information systems, action research and performance and progress monitoring.
- To strengthen systems and capacities to address issues of governance, gender and inclusiveness in the health sector.
Position: Key expert 1 - Team Leader & Public Health Specialist
Duration of the assignment: 660 working days over 33 months
Requirements:
Qualifications and skills:
- Postgraduate degree (minimum Master Degree or equivalent) in public health, medical sciences or related field
- Academic and project oriented leadership abilities in a multicultural environment
- Excellent command of English (written and oral) and communication skills
General professional experience:
- At least 15 years of professional experience in public health, including at least 10 years at managerial level in academic or health administration related positions
- Sound experience in health system research planning and implementation; knowledge of European Health Systems
Specific professional experience:
- Experience in implementing or supporting health policy reforms, in particular relevant to the formulation of human resources reforms and health education courses
- Experience in "New Public Health" concept and evidence-based health policy analysis
- Experience as Team Leader in technical cooperation projects and exposure to EU procedures would be an asset
- Experience of Public Health Systems in
- Experience in the Indian Public health context will be an advantage
Position: Key expert 2 - Epidemiologist
Duration of the assignment: 660 working days over 33 months
Requirements:
Qualifications and skills:
- Postgraduate degree (minimum Master Degree or equivalent) in epidemiology, medical sciences or related field
- Academic and project oriented research abilities in a multicultural environment
- Excel lent command of English (written and oral) and communication skills
General professional experience:
- At least 10 years professional and academic experience, covering epidemiological research planning and implementation in the European context and in transitional countries (with particular emphasis on reproductive health related illnesses, health promotion and prevention) and teaching epidemiology and biostatistics with specific focus on metanalysis and systematic reviews
Specific professional experience:
- Experience in developing and administering distance education courses in general epidemiology, health determinants and epidemiology applied to health promotion and prevention
- Experience in evidence-based medicine and public health at European level, and in the preparation, dissemination and follow-up of clinical and non clinical guidelines

Position: Key expert 3 - Health Education Expert

Qualifications and skills:
- Postgraduate degree (minimum Master Degree or equivalent) in social sciences with specialisation in health/medical education
- Knowledge in gender mainstreaming
- Excellent command of English (written and oral) and communication skills
General professional experience:
- At least 10 years experience, including development and implementation of health education curricula and professional accreditation schemes and their
implementation in European institutional contexts, and university level teaching experience
Specific professional experience:
- Experience in planning and implementation of distance education courses in New Public Health and related fields addressing the European learning environment
- Experience in developing and reviewing content of educational courses from a gender perspective and in addressing issues related to discrimination, marginalisation and inequality in health and in engendering curricula and educational events, with particular reference to the European context

Position: Key Expert 4 - Good Governance Expert
Duration of the assignment: 660 working days over 33 months
Requirements:
Qualifications and skills:
- Postgraduate degree (minimum Master Degree or equivalent) Social/Political Sciences, Economics, Development Studies or other appropriate discipline
- Knowledge in Good Governance and mainstreaming of cross cutting issues
- Excellent command of English (written and oral) and communication skills
General professional experience:
- At least 10 years of relevant experience in the field of Good Governance, Decentralisation process, and related issues
Specific professional experience:
- Experience in Governance analysis and policy making process including democratic and economical aspects. Knowledge in institutional reform process and capacity building is required.
- Specific experiences in developing sector policy preferably in the field of decentralisation and/or Health. Proven skills in facilitation and Policy formulation
- Experience of e-Governance and/or experience in South Asia/Asian countries would be an asset
