Reform of Higher Education Financing
The project will contribute to ongoing reform of education in BIH with a catalytic effect on the macro-objectives of employability and public expenditure. Considering that education, including higher education, is economically and socially productive investment, it is expected that the project will come up with more efficient ways of higher education funding that will improve allocation of resources and ensure satisfaction and improvements of overall society. Recommendations for alternative models for cost efficient and evidence based planning and allocation of public funds for higher education are to be developed and relevant institutions trained in how to deal with different implications of alternative models of financing.

Duration of the assignment: 440 work days over 24 months
Requirements:
Qualifications and skills:
- University degree in economics, business, financial management or equivalent sciences
General professional experience:
- Preferably 10 years, but minimum 5 years of experience in the field of finances
- Preferably 7, but minimum 5 years of experience in managing international projects
- Experience in development and implementation of training programs
Specific professional experience:
- Preferably 10 years, but a minimum 5 years, of experience in the reform of financing of higher education
- At least three years of experience in working with different levels of government
Position: Key Expert 2 - Expert for the reform of higher education
Duration of the assignment: 440 work days over 24 months
Requirements:
Qualifications and skills:
- University degree in education, social, humanistic and related fields
General professional experience:
- Preferably 10 years, but minimum 5 years of experience in the area of the reform of higher education
- At least five years of experience in strategic and policy planning
- Experience in working on international projects
Specific professional experience:
- Preferably 10 years, but a minimum 5 years of experience in the institutional development of higher education institutions
- Preferably 5 years, but minimum 3 years of experience in the development and implementation of higher education standards
- Experience in reform in countries in transition, preferably countries in South East region
Position: Key Expert 3 - Expert for law/public administration
Duration of the assignment: 286 work days over 24 months
Requirements:
Qualifications and skills:
- University degree or postgraduate degree in law, public administration or related areas
General professional experience:
- Preferably 10 years, but minimum 5 years of experience in providing legal advice
- Preferably 5 years, but minimum 3 years of experience in working with different levels of government
- Experience in working in international projects
Specific professional experience:
- Preferably 5 years, but minimum 3 years of assistance in drafting and implementation of laws in education sector
- Proven experience in public administration reform
