Reform of Financing Secondary Health Care
The project should enhance the efficiency of health care services in Bosnia and Herzegovina through development and implementation of a new system of provider payments at the level of secondary health care. It will focus on further development of the Diagnostic Related Group system in hospitals in Bosnia and Herzegovina and design and implementation of adequate software for this purpose. The new system of provider payments would create incentives for cost containment and improve provider performances.
Position 1: Team Leader/Health Financing Expert
Duration of the assignment: min 418 work days over 24 months
Requirements:
Qualifications and skills
- University degree in economics, preferably postgraduate degree in economics or
health economics , or related fields,
General professional experience
- Minimum 10 years of experience in working with various levels of Government in the field of finances,
- At least 5 years of experience as manager of international projects,
- Experience in development and implementation of training programmes.
Specific professional experience
- Minimum of 5 years of relevant professional experience in field of planning, development and implementation of the financial reforms of health sector,
- Knowledge of DRG system would be an advantage
Position 2: Health Care Reform Expert
Duration of the assignment: min 220 work days over 24 months
Requirements:
Qualifications and skills
- A university graduate or postgraduate degree in medicine or related fields
General professional experience
- At least 10 years of relevant professional experience in the field of health care reform,
- At least 5 years of experience in work within international projects,
- Experience in development and implementation of training programmes.
Specific professional experience
- Minimum 5 years of experience in providing technical assistance or advice to governments or institutions in health sector,
- Minimum 5 years of experience in reform of secondary health care, and/or reform of financing of health care,
- Experience in reform in countries in transition, preferably countries in the South East Europe region,
- Knowledge of DRG system would be an advantage.
Position 3: Health Information Expert -DRG EXPERT
Duration of the assignment: min 286 work days over 24 months
Requirements:
Qualifications and skills
- A university graduate or postgraduate degree in the fields relevant for this project,
General professional experience
- Minimum 5 years of experience in providing technical assistance or advice to
governments or institutions in health sector,
- At least 5 years of experience in work within international projects,
Specific professional experience
- At least 5 years of relevant professional experience development and implementation of DRG system,
- Minimum 5 years of experience in providing training on classification of clinical data and evaluation of coding results
- Experience in the clinical coding and reporting according to codes of clinical data (Australian system) would be an advantage
Position 4: IT Expert
Duration of the assignment: min 154 work days over 24 months
Requirements:
Qualifications and skills
- Relevant tertiary level degree in informatics, electrical engineering or similar IT
professional qualification,
General professional experience
- At least 10 years of working experience in software development,
- Minimum 3 years of experience in international co-operation projects,
- Experience in development and implementation of training programmes on how to use
and to update information system
Specific professional experience
- Minimum 3 years of experience in development of information systems in health
service, or public health or similar,
- Knowledge of Australian Refined Diagnosis Related Groups system would be an advantage.
