Management Support to the New Computerised Transit System (NCTS) Implementation
The project objective is to strengthen further the operational capacity of the Customs Administration (MCA) in accordance with the EU standards and to achieve full interconnectivity with the EU systems.
The support to the MCA in NCTS-related IT project management shall encompass support in the management of all business and functional aspects of systems implementation surrounding the introduction of the new computerized system, including:
- Review and recommendations on any changes required in legal and operational procedures to facilitate the operation of NCTS, as well as strengthening the administrative capacity of the MCA;
- Quality Assurance and Quality control on the upgrading of the existing National Transit Application;
- Quality Assurance and Quality control on the CCN/CIS implementation, including assistance in the production of terms of reference and technical specifications in respect of hardware, systems software and application software that might be required in conjunction with the CCN/CSI implementation.
Position: Key Expert 1 - Team Leader
Duration of the assignment: 440 work days over 24 months
The team leader should have a broad general knowledge of all processes and issues related to functioning of a Customs Administration within the EU. The team leader will be responsible for overall coordination and implementation of the project activities, also directly participating in such activities as required, especially those related to quality assurance and training.

Qualifications and skills:
- Bachelors degree (master's degree will be an advantage) in economics, business administration and management, public administration, IT
- Professional record of management skills
- Fluent in both spoken and written English
- Preferably 12 but minimum 10 years working experience in the customs area,
- Preferably 10 but minimum 7 years of experience with an EU Member State customs administration working on customs standards and legislation
- Preferably 7 but minimum 5 years of experience in project management in development of IT systems in the field of the Common Transit Convention/NCTS system in EU Member States or candidate countries
Position: Key Expert 2 - Transit/NCTS Expert
Duration of the assignment: 440 work days over 24 months
Qualifications and skills:
- Bachelors degree (master's degree will be an advantage) in economics, business administration and management, public administration, IT
- Fluent in both spoken and written English
General professional experience:
- Preferably 12 but minimum 10 years working experience in the customs area;
- Preferably 7 but minimum 5 years experience with an EU Member State customs administration working on customs standards and legislation
- Preferably 7 but minimum 5 years of experience in the area of Transit, including the EU legislation and the Convention on Common Transit
- Preferably 5 but minimum 3 years of experience in projects introducing the Common Community Transit System/NCTS system in EU Member States or EU candidate countries
Position: Key Expert 3 - Quality Assurance & IT Expert
Duration of the assignment: 300 work days over 24 months
Qualifications and skills:
- Bachelors degree in IT or equivalent (master's degree will be an advantage)
- Professional record in the quality management field
- Fluent in both spoken and written English
- Preferably 12 but minimum 10 years of experience in IT systems
- Preferably 7 but minimum 5 years of experience with a customs administration in EU member state or EU accession countries
- Preferably 7 but minimum 5 years of experience in quality management of IT projects in the customs area
- Preferably 5 but minimum 3 years of experience in projects implementing the Common Transit System/NCTS, in particular in implementing and testing of software modules
- Preferably 5 but minimum 3 years of experience in projects involving quality assurance in relation to IT systems in the customs area, particularly related to interoperability
