The overall objective of the project is to contribute to the increasing EC assistance's responsiveness to the Turkmen Governments' commitment to the legal reform process.

The specific objective is to support the GoT in the interpretation and application of international law with specific attention towards supporting the building up of an appropriate training resource facility to enable the creation of in-country's expertise in the area of comparative law and international practices. The training resource facility is a crucial element contributing to Turkmenistan's judiciary guaranteeing the Rule of Law through actually implementing existent laws and judicial standards.

Results to be achieved:
Component 1: Elaboration of a Training Resource Facility aimed at addressing the capacity gap in international law and practices in Turkmenistan
Component 2: Development of a legal explanatory dictionary to consolidate the Turkmen legal terminology

Key Expert 1: Legal Expert /Team Leader
Duration of the assignment: minimum of 550 days

The Legal Expert/Team Leader will be responsible for the overall implementation of the project (component 1 and 2), including: timely submission of required reports, mobilisation of specialised experts, local co-ordination of all project activities and aspects, organising and supervising all project management matters. In addition, He/She will endorse a specific responsibility for the project component 2 (legal term dictionary).

Requirements:
Qualifications and skills
- University degree in law or public administration, or equivalent by experience
- Excellent communication and management skills
- Capacity to work respecting deadlines and under tight schedules
- Fluency  in written and spoken  English   is essential; working command of Russian; proficiency in Turkmen will be an asset
- Computer literacy

General professional experience
- Minimum of 10 years, preferably 15 years of experience in the legal sector, including reform and modernisation of the judiciary system
- At  least 3  years  international experience  in managing training activities (including developing curricula and teaching materials)
- Experience with the logical framework approach and EC procedures

Specific professional experience
- Extensive international project experience from both short and long-term assignments as consultant, and technical advisor in externally assisted policy advice projects in developing countries including management of multi disciplined team of both local and expatriate experts, with at least a track record of 3 years as team leader of legal reform projects with international donors and positive achievements.
- Experience   in   assessing   legislation,   legal   terminology  analysis,   legal   comparative analysis
- Experience in NIS in at least one similar project
- Knowledge of and experience in Central Asia and transition economies

Key Expert 2: Legal Training Expert
Duration of the assignment: minimum of 550 days

The Legal Training Expert will be responsible for the implementation of component 1 of the project. He/She will assist the Legal Expert/Team Leader in developing and organising training and seminars for the target groups.

Requirements:
Qualifications and skills
- University degree in Law or equivalent by experience
- Excellent communication and management skills
- Fluency in written and spoken English is essential; working command of Russian; proficiency in Turkmen will be an asset
- Computer literacy

General professional experience
- Minimum of 7 years, preferably 10 years, experience in development of training materials and guidelines as well as co-ordination and guiding of the trainers work
- Knowledge of international experiences, best practices and trends in training of legal staff
- Experience in leading working groups composed by a variety of stakeholders, actively
supporting participation and ability to provide capacity building while implementing
activities under the project
- Experience in developing and delivering "training the trainers" activities
- Experience with organizing and delivery of trainings, seminars and workshops for legal
staff.

Specific professional experience
- Experience in development, organisation of training and education of judicial personnel and/or public servants
- Experience in training quality assurance
- Experience with Training Needs analysis for a different range of stakeholders and the preparation of specific training plans
- Experience with organizing Ad hoc training abroad
- Experience in NIS in at least one similar project
- Knowledge of and experience in Central Asia and transition economies
