Project Description: 

The overall objective of the programme of which this project will be a part is to promote an equitable access to justice and its efficient enforcement for all citizens in general and poor and disadvantaged people, including women, children, minorities, indigenous peoples, and human rights and social activists, in particular.

The purpose of the project is to provide technical assistance services to the executing authority and other beneficiaries of the programme with the objective to help them achieve the following specific objectives:

  1. To increase the accessibility of the civil and criminal justice systems to the poor and disadvantaged by empowering claim-holders to seek and achieve remedies through enhanced legal awareness and assistance and by capacitating duty-bearers to provide these remedies through a more responsive administration of formal and informal justice.
  2. To improve the ability of the criminal justice system to address the issue of impunity of major human rights violations by strengthening law enforcement, prosecution and judiciary capacities for the prevention, investigation, prosecution, and adjudication of the crimes of ELKs and Enforced Disappearances (EDs).
  3. To enhance the accountability of the justice system stakeholders by reinforcing and coordinating internal and external bodies and mechanisms in charge of the monitoring and oversight of the justice system in relation to access to justice and the prevention and repression of ELKs and EDs.

Requirements
Qualifications and skills:
- A master’s degree in law or equivalent; a combined degree in development studies would be an added advantage
- An excellent verbal and written command of English is essential; knowledge of Filipino would be an added advantage
- Organisational, communication, mobilisation and change management skills
- Ability to develop solid partnerships with high level officials in order to achieve project results
- Excellent negotiation and presentation skills, and
- Ability to analyse complex situations and be solution-oriented

General professional experience:
- A minimum of fifteen (15) years professional experience, with ten (10) years experience in external cooperation in at least three (3) developing countries, particularly in the Asian region
- Experience in the management of an international team of experts of different technical backgrounds, and
- At least five (5) years experience in a general managerial position

Specific professional experience:
- At least five (5) years of work experience in implementation of justice and security sector reform cooperation programmes; experience in identification, formulation, monitoring, and evaluation of justice-related cooperation programmes would be an added advantage
- Experience in institutional development, capacity-building, and empowerment interventions in particular in relation with justice sector stakeholders and vulnerable and disadvantaged communities and minorities
- Experience in working in a decentralised context, and
- Experience in managing EU-funded projects and knowledge of EU procedures

Position: Key expert 2 - Senior Access to Justice Expert
Duration of the assignment: min 770 work days over 45 months

Requirements
Qualifications and skills:
- A master's degree in law or development studies, or equivalent
- An excellent verbal and written command of English is essential. Knowledge of Filipino would be an added advantage
- Organisational, communication, mobilisation and change management skills
- Ability to develop solid partnerships with high level officials in order to achieve project results
- Ability to work in a diverse cultural environment with a good team spirit, and
- Ability to analyse complex situations and to describe them in a clear and unambiguous manner and to propose possible solutions

General professional experience:
- A minimum of ten (10) years professional experience, with at least six (6) years experience in external cooperation in at least two (2) developing countries, and
- At least five (5) years experience in project management and implementation

Specific professional experience:
- At least three (3) years of experience of working in external cooperation programmes in fields related to access to justice such as legal awareness, legal assistance, legal protection, alternative dispute resolution, and poor and vulnerable-sensitive adjudication
- Experience in informal justice system
- Knowledge of the Philippines justice system would be an added advantage, and
- Experience in managing EU-funded projects and knowledge of EU procedures would be an added advantage

Position: Key Expert 3 - Criminal Justice Expert
Duration of the assignment: min 770 work days over 45 months

- An excellent verbal and written command of English is essential. Knowledge of Filipino would be an added advantage
- Organisational, communication, mobilisation and change management skills, and
- Ability to develop solid partnerships with high level officials in order to achieve project results

General professional experience:
- A minimum of ten (10) years professional experience, with at least six (6) years experience in external cooperation in at least two (2) developing countries, and
- At least five (5) years experience in project management and implementation

Specific professional experience:
- At least three (3) years experience of working in external cooperation programmes in fields related to criminal justice such as criminal investigation, prosecution, and adjudication of criminal cases
- Experience in criminal cases related to human rights violations involving agents of state
authorities
- Knowledge of the Philippines justice system would be an added advantage, and
- Experience in managing EU-funded projects and knowledge of EU procedures would be an added advantage

Position: Key Expert 4 - Institutional Development (including monitoring and evaluation) Specialist
Duration of the assignment: min 770 work days over 45 months

- An excellent verbal and written command of English is essential. Knowledge of Filipino would be an added advantage
- Organisational, communication, mobilisation and change management skills, and

General professional experience:
- A minimum of 10 years professional experience, with at least six (6) years experience in external cooperation in at least two (2) developing countries, and
- At least five (5) years experience in project management and implementation

Specific professional experience:
- At least three (3) years experience in institutional development interventions and in designing, implementing and assessing monitoring and evaluation systems in the justice sector
- Experience in project cycle management
- Knowledge of the Philippines justice system would be an added advantage, and
