Project Description:
The overall objective of the project is to strengthen the rule of law and promote sound functioning of the judiciary in the Republic of Serbia, by raising the professional qualifications of Judges, Prosecutors, and other legal and judicial personnel.
A Law on the Judicial Academy, being considered by the Assembly in 2009, is expected to convert the JTC (Judicial Training Centre) into a publicly funded Judicial Academy, and assign it new responsibilities for training additional target groups. Therefore the Specific Objective of the Project is to strengthen the Judicial Academy as an institution, and improve the quality of its programmatic activities, so it is better positioned to fulfil its important role with respect to raising the professional qualifications of Judges, Prosecutors, their Assistants, and other court personnel.

More specifically, the objectives of this project are aimed at:

    * Strengthening management and human resources at the Judicial Academy;
    * Providing key support to the Initial Professional Formation Programme for candidate judges and prosecutors;
    * Improving the oversight and information management systems.

Currently we are recruiting a number of Short-term experts.

Position 1: Junior short-term expert/Trainer on EU and ECHR Law
Duration of the assignment: 13 work days over 5 months (between May 2009 and September 2010)

Profile
Qualifications and skills:

- University degree in law, preferably EU/International Law
- Post-graduate studies in EU Law
- Excellent organisational, communication, and writing skills
- Fluency in English
- Fluency in Serbian

General professional experience:
- At least three years of experience working with judicial and/or prosecutorial training institutions
- Significant experience organising and/or delivering training to raise the professional qualifications of current or future Judges and/or Prosecutors
- Good knowledge of European Union and Human Rights Law and the way how it is locally implemented and enforced
- Experience with institutional management and organisation will be considered as advantage
 
Within the scope of the assignment the expert is to:
- Support the establishment of EU Law focal point by preparing a pool of EU Law trainers who will ensure sustainability
- Deliver a Training in EU and ECHR Law:
- Ensuring that all participants have a sound positive grasp of the basic legal principles of the European Union and its institutions.
- Providing competence in explaining and analysing the interaction between Serbian and EU and European Human Rights legal orders.
- Enabling participants to identify practical solutions to problems arising from the implementation of EU and European Human Rights Law in Serbia.
- Providing each person taking the module with an ability to use and apply relevant legal principles in order to solve concrete legal problems through an interactive learning methodology
- Exposing European best practices and requirements in the field of legal training and curriculum development.

The specific input shall encompass:
- Preparation of training materials
- Ensuring interactive lecturing of the training sessions
- Deliver a five plus five days training on EU and European Human Rights Law topics

Position 2: Senior short-term expert/Trainer on EU and ECHR Law

Duration of the assignment: 10 work days over 5 months (between May 2009 and September 2010)

Profile
Qualifications and skills:
- University degree in law, preferably EU/International Law
- Post-graduate studies in EU Law
- Excellent organisational, communication, and writing skills
- Fluency in English
- Knowledge of Serbian would be an advantage

General professional experience
:
- Ten years or more experience working with judicial and/or prosecutorial training institutions
- Significant experience organising and/or delivering training to raise the professional qualifications of current or future Judges and/or Prosecutors (at least five years)
- Good knowledge of European Union and Human Rights Law
- Experience with institutional management and organisation
 
Within the scope of the assignment the expert is to:

Position 3: Junior Short-term Training of Trainers Expert
Duration of the assignment: 18 work days over 6 months (between February 2010 and July 2010)

Profile
Skills and Competencies:
- Advanced degree preferably in pedagogy, philosophy, law;
- Special studies and/or experience in adult training, train the trainers, leadership and personal development;
- Excellent didactic and methodological skills;
- Computer literacy is mandatory;
- Additional qualifications in advanced coaching, mentoring, or facilitation techniques
- Superior communication and conflict management skills
- Ability to work independently and in a team

Qualifications and Experience:
- Three to ten experience as trainer, coach or lecturer
- A minimum of five years experience in developing diverse training materials for trainings, including ToT
- Experience in public administration reform would be an asset
- Fluency in Serbian and English, excellent English drafting skills

The input shall encompass:
- Performing a training needs assessment focusing on didactical skills and capacity to effectively and efficiently transmit knowledge
- Evaluation of its outcomes and provide a skills gap analysis
- Preparation of a training of trainers methodology/syllabus embodied in a detailed ToT curriculum developed on the basis of European best practices
- Preparation of interactive training materials (presentations, case-studies and debate topics implemented via role-plays, snowballing, pyramiding, mock-trials, etc.
- Deliverance of a four plus four days ToT centred on training as process, learning and teaching methodologies
- Design and put in place an objective evaluation system for Instructors of Candidate Judges and Prosecutors

Position 4: Senior Short-Term Monitoring & Evaluation Expert
Duration of the assignment: 32 days divided in three phases over 20 months

Profile
Qualifications and Experience:
- A university degree in law, social sciences, public administration, management, or equivalent
- Additional qualifications in M&E methodologies and approaches is an advantage
- A minimum of eight years of professional experience in developing and implementing M&E systems in judicial education environment, preferably in well functioning judicial systems
- Proficiency in the development/use of a range of M&E qualitative and quantitative tools, methods and analyses is an asset.

Skills and Competencies:
- Excellent English drafting skills, knowledge of Serbian is a strong advantage
- Outstanding communication skills (oral and written) and ability to develop and maintain mutually productive working relationships with all counterparts
- Skills in multilevel, multipurpose collation, interpretation and analysis of data
- Skills in implementing quality standards and criteria in M&E and in conducting quality assurance exercises
- Strong and demonstrated ability to work cross-culturally in a capacity building role
- Mentoring, on-the-job training and coaching skills

The expert’s input shall comprise of:
- Assessment of  the current M&E system at the Judicial Academy and present two general design options for future M&E system.
- Development of a tailor made and unified M&E system, including implementation plan
- Assistance in the implementation of the new M&E system, including coaching responsible staff at the Judicial Academy, trainer and mentors in the introduction of the system, selecting and pilot-testing priority elements of the system, reviewing progress in implementation and adjustments
- Deliver a report detailing the progress in the implementation of the new system, obstacles overcome, recommendations for the completion of the implementation phase, further development and maintenance of the system.

Position 5: Junior Short-Term IT Needs assessment and Modelling  Expert

Duration of the assignment: 20 days over 1 month

Profile

Qualifications and skills
- A university degree in Computer Science or equivalent
- Excellent English drafting skills, knowledge of  Serbian strong advantage
- Outstanding communication skills (oral and written) and ability to develop and maintain mutually productive working relationships with all counterparts
- Skills in multilevel, multipurpose collation, interpretation and analysis of information
- Experience in coordinating multidisciplinary teams

General professional experience
- A minimum of seven years of professional experience in developing and implementing software and hardware solutions
- Experience in technical documentation writing

Specific professional experience
- Minimum of five years in IT Project Design and Management
- Minimum five years experience in IT needs assessment and modelling, drafting of implementation plans
- Experience in coordinating multidisciplinary teams

Within the scope of the assignment the expert is to:
1) Examine the activity of the Judicial Academy to define models for IT solutions the JA needs to develop and implement for improving its data management procedures and services/activities.
2) devise a capacity building strategy to the JA  by means of:
- Assessing the IT tools deployed with  the JA  and recommending  measures/reforms likely to upgrade its proper functioning. 
- Drafting a manual, containing the assessment, solutions for improvements defined and  models for  proposed IT solutions, covering activities and data related management , as stipulated in the ToR and the TP
3) Translating JA`s requirements into specified integrative solutions and assessment of one-step solutions, in comparison with current state of affairs
- Identifying options for potential solutions (specific software) and assess them for technical, usability and security  suitability;
- Drawing up specific steps to implement the proposed models  into adequate systems
