Project Description: 

The overall objective of the project is to enable the Transport Infrastructure sector to contribute to improved conditions for national and regional economic growth and equitable poverty reduction.

The purpose of this project is to support the GoK policy and institutional reforms through improved management of road network at all levels (national, rural, urban), and improved road network condition and road safety.

Results to be achieved:

  • To guide the Ministry of Roads (MoR) in leading the sector with strategic decision making based on analysed accurate information.
  • To promote operating on results based management system aligned to mandate in the road authorities (Kenya National Highways Authority - KeNHA, Kenya Rural Roads Authority - KeRRA and Kenya Urban Roads Authority - KURA).
  • Strengthen coordinated management systems operating throughout road agencies including KRB for maintenance funds allocation and audits and MoR as regulator and development coordinator.
  • To support the development of a functional database for management information on road pavement conditions and construction materials made easily accessible to users (MoR, KRB, road authorities (RAs), researchers) for planning, contract and research purposes.
  • Strengthen the capacity of the National Road Safety Council (NRSC) to conduct road safety campaigns established.

Position: Key expert 1 - Team Leader / Institutional Change Management Specialist
Duration of the assignment: 693 work days over 36 months

Requirements
Qualifications and skills:
- Must possess at least a Masters Degree in public administration, social science, civil engineering or
other management related discipline; or equivalent professional experience of at least 20 years
- The candidate shall be fluent in the English language

General professional experience:
- At least 10 years experience in the transport related sector, including successful assignments as a team
leader and managing donor funded transport infrastructure related programmes
- Previous relevant working experience in Sub-Saharan Africa will be an advantage

Specific professional experience:
- Professional experience with public sector institutional development and reform, institutional capacity building programmes, institutional policy, human resources management or change management in the road sector
- He/she will be team leader of the programme and is expected to plan, manage and allocate the inputs of the experts and specialists that form part of the team and be responsible for the quality and appropriateness of their inputs through a performance contract with the MoR. His/her professional experience will reflect past experience in these roles.

Duration of the assignment: 693 work days over 36 months

Requirements
Qualifications and skills:
- The Project Engineer shall have university degree in civil engineering
- He/she must have proven strong skills in communication and project management
- The candidate shall be fluent in the English language

General professional experience:
- The candidate shall have at least 15 years professional international experience including working knowledge of the disciplines involved for similar assignments
- Prior experience must include planning of road construction and maintenance for both paved and unpaved roads, including financial, procurement, and contractual management
- Prior experience must include procurement of goods, works and services using procurement procedures of development agencies

Specific professional experience:
- The candidate will have a minimum of 5 years experience in the road sector in developing countries
- The candidate should have experience with capacity development programmes
- Prior experience must include a minimum of 5 years in rural road networks
- Prior experience in labour intensive road construction is highly desirable

Position: Key expert 3 - Urban Roads (KURA)
Duration of the assignment: 693 work days over 36 months

Requirements
Qualifications and skills:
- The Expert shall have university degree in civil engineering, urban planning or related field
- Must have proven strong skills in communication and project management
- The candidate shall be fluent in the English language

General professional experience:
- The candidate shall have at least 15 years professional international experience including working knowledge of the disciplines involved for similar assignments
- Prior experience must include planning, designing and implementation of road projects, including financial-, procurement-, and contractual- management
- Experience in working with/in Councils (town/municipal) in urban transport planning and traffic management would be an asset

Specific professional experience:
- The candidate will have a minimum of 5 years experience in the road sector in developing countries
- The candidate should have experience with capacity development programmes
- Preferably experience in urban transport planning and traffic management in developing countries

Position: Key expert 4 - Highways (KeNHA)
Duration of the assignment: 693 work days over 36 months

General professional experience:
- The candidate shall have at least 15 years professional international experience including working knowledge of the disciplines involved for similar assignments
- Prior experience must include planning, design and implementation of major highway construction and rehabilitation projects, including financial-, procurement-, and contractual- management
- Prior experience must include procurement of goods, works and services using procurement procedures of development agencies

Specific professional experience:
- The candidate will have a minimum of 5 years experience in the road sector in developing counties
- The candidate should have experience with capacity development programmes
- Experience in transport economics, including network management and asset valuation would be highly desirable
