Improvement of the Transparency and Efficiency of the Judiciary (Prosecutors and Penal System)

The overall objective of the project is to contribute to improvement of efficiency of the prosecutorial and the penal systems of the Republic of Serbia by introducing an efficient case management and statistical system, based on the standard content management system software.

Both the Republican Prosecutors' Office and the Prison Administration, under the auspices of the Ministry of Justice, are in need of an Integrated and Standardised Software Application. This project aims at designing, developing, configuring and implementing such a software solution.

The above mentioned software is aimed to enhance the efficiency of the business processes of the Prosecutors' Offices i.e. a Standardised Software Applicationfor the Serbian Prosecution (SAPO) and to enhance the efficiency of the business processes of the Prison Administration; i.e. the Software Applicationfor the Prison Administration (SAPA). Whereas both system require interfacing with other external information management systems.

The purposes of this contract are as follows:

• Design and development of the Standardised Software Application for the Prosecution Organization (SAPO) for all types of Serbian Prosecutors organizations, its deployment across the organization, training of users and provision of maintenance services for the implemented parts of the Prosecutors organization.
• Design and development of the Standardised Software Application for the Prison Administration (SAP A), to control the flow of activities related to the administering of incarcerated persons within the penal institutions belonging to the Prison Administration, together with other related functionalities within the P A correctional-penal institutions.
• These applications are to be designed and implemented for all types of Serbian prisons and correctional facilities, across the organization, including the training of·their users and provision of maintenance services for the implemented locations.
• Identify, initiate, and analyse functions for the integration of the both above mentioned systems, SAPO and SAPA, and the currently built new court management system (SAPS).
• Pilot for the Integrated Information Exchange (lIE): Develop and implement this functionality to connect one institution each from the three organizations (Courts, Prosecution and Prison Administration), so that these institutions can communicate and exchange electronically all necessary information. The outcomes are to be presented in the final report as a stepping stone for further development of integrated information exchange between the various Management Information Systems in the Serbian juridical sector. This will require additional cooperation with the designers of the Standardized Software Application for Serbian courts (SAPS), in order to provide compatibility with this system, which is out of scope of this tender.
