Project Description: 

The overall objective of this project is to increase the ability of Serbia to implement human and minority rights, equality and nondiscrimination.

The purpose of the project is strengthening the institutional capacity of the Ministry for Human and Minority rights, Public Administration and Local self-government Directorate for Human and Minority Rights and the Office of the Commissioner for the Protection of Equality for more effective and efficient implementation of anti-discrimination policies in line with EU standards and best practice.

Results to be achieved:

  1. Result 1: Enhanced capacity of the MHMRPALSG/Directorate for HMR to implement and monitor anti-discrimination policy, promote tolerance, equality and diversity and prevent discrimination
  2. Result 2: Strengthened institutional support to the victims of discrimination on national and local level
  3. Result 3: Raised awareness of general public and specific target groups on the key aspects of antidiscrimination policy

Duration of the assignment: min 400 work days over 18 months

Requirements
Qualifications and skills:
- a bachelor's degree (where a university degree has been awarded on completion of three years study in a university or equivalent institution) in political science, law, social sciences or other relevant discipline
- a Master/Phd in a relevant discipline (following the award of the degree) is an advantage
- proficiency in English
- command of Serbian language is an advantage
- excellent communication and analytical skills
- proficiency in report drafting, and
- excellent team working abilities

General professional experience:
- minimum 8 years, but preferably 12 years of post graduate professional experience in area of human and minority rights promotion and protection

Specific professional experience:
- experience in leading teams in the public or private sector or in donor funded projects, gained in 1, but preferably 3 projects of similar size, complexity and duration
- specific experience in defining and implementing measures and procedures for improved work of National Human Rights Institutions (NHRI) or equality bodies, gained in 1, but preferably 3 projects in countries covered by article 19 of IPA regulation

Duration of the assignment: min 390 work days over 18 months

- experience implementing projects in human and minority rights area in the public or private sector or in donor funded projects, gained in 1, but preferably 3 projects of similar size, complexity and duration
