Project Description: 

The overall objective of the IPA project of which this contract will be a part is to support the development of aknowledge-based economy in Serbia that responds to future labour market demands in line with the Lisbon Strategy purpose.

The purpose of this contract is to ensure that EU and EIB standards and best practices are respected through support to the project implementation unit (PIU) in the implementation of the EIB R&D infrastructure initiative through:
- support to the beneficiary for the preparation of the tender dossiers and contracting documentation forprojects under the R&D infrastructure initiative and its revision with the aim to fulfil EU requirements,
- support to the beneficiary in preparation and upgrade of the reports of the project implementation unit (PIU) to meet EU/EIB requirements,
- day to day support to the Ministry of Science and Technological Development in successful and timely implementation of all projects that will be financed by the EIB loan.

Position: Key expert 1 - Team Leader

Duration of the assignment: 400 work days over 24 months

 

Requirements

Qualifications and skills:

- University degree preferably in civil engineering, economy or finance

 

General professional experience:

- Senior role in managing technical expertise teams, minimum 7 years of Team Leader experience in projects of a similar scope

- Experience in working with R&D Infrastructure Investment Projects

 

Specific professional experience:

- Extensive work experience in the field of R&D civil engineering and financing

- Experience in working on International Financial Institutions’ loans, preferably aimed at hard infrastructure projects

 

Position: Key Expert 2 - Procurement Expert

Duration of the assignment: 280 work days over 24 months

 

Requirements

Qualifications and skills:

- University degree preferably in economy/finance or civil engineering, or related fields

 

General professional experience:

- Minimum 5, preferably 10 years of relevant service/works/supply contracts preparation and implementation in accordance with EU/EIB rules

- Experience in working on large scale investment projects

 

Specific professional experience:

- Experience with investment projects and preparation of tendering documentation under PRAG/FIDIC requirements for Works contracts

- Experience in working on International Financial Institutions’ loans, preferably aimed at hard infrastructure projects
