Further Advancement of Conformity Assessment in the Republic of Serbia
The overall objective of the project is to improve the competitiveness of Serbian companies on the EU market and decrease the trade imbalance enabling free movement of goods through mutual recognition of conformity assessment results between Serbia and the EU. The specific purpose is to develop efficient and sustainable capacity of Serbia’s quality infrastructure to carry out conformity assessment activities in alignment with EU good practice.
Position: Team Leader / Metrology Standard Testing Quality Infrastructure Expert
Duration of the assignment: min. 250 work days over 24 months
Requirements:
Qualifications and skills:
- Education at least up to Masters Degree / Academic level in Mechanical or Electrical engineering, Physics, Economics, Science or equivalent professional experience of at least 12 years in the field of Quality Infrastructure
- Excellent communication and leadership skills;
- Fluency in the English language, including effective spoken, presentation and written reporting abilities;
General professional experience:
- Proven minimum of 8 years, preferably 12 years of post-graduate experience in the Quality Infrastructure or associated fields (accreditation, standardization, conformity assessment, market surveillance and metrology) in addition to requirements under qualification above.
Specific professional experience:
- Proven experience in implementation of the EU quality infrastructure legislation in relation to conformity assessment and accreditation in the EU Member States;
- Proven experience as Team Leader in implementation of at least two projects with specific objective to align conformity assessment practice and procedures with the EU standards in former or current candidate countries for membership in the EU;
- Proven experience in the providing technical input to the public administration in the field of quality infrastructure (accreditation, standardization, metrology, conformity assessment and market surveillance) in the EU funded capacity building projects involving Technical Assistance
- Proven experience in the studies / analysis drafting in the field of quality infrastructure (at least 2 strategic documents of a national level)
- Experience as Team Leader or in equivalent capacity in EC funded projects for Quality Infrastructure in Central or Eastern Europe would be considered a strong advantage
Position: Accreditation and Metrology Expert
Duration of the assignment: min. 150 work days over 24 months

- Relevant educational background at least up to Masters Degree / Academic level in Mechanical or Electrical engineering, Physics, Science, Economics or equivalent professional experience of at least 12 years in conformity assessment, accreditation and metrology (or other relevant discipline);
- Excellent communication skills;
- Fluency in the English language, including effective spoken, presentation and written reporting abilities
General professional experience:
- Proven minimum of 8 years, preferably 12 years of post-graduate experience in the Quality Infrastructure or associated fields (accreditation, standardization, conformity assessment, market surveillance and metrology) in addition to requirements under qualification above.
Specific professional experience:
- Proven experience in implementation of the EU quality infrastructure legislation in relation to metrology, accreditation, or associated fields in the EU Member States;
- Proven experience as a long term expert (or in the other equivalent capacity) in implementation of at least one project with specific objective to align quality infrastructure practice and procedures with the EU standards in former or current candidate countries for membership in the EU;
- Proven experience in the studies / analysis drafting in the field of conformity assessment, accreditation, market surveillance or associated filed
- At least 5 years aggregate professional experience in public or private institutions that operate in the fields of accreditation and metrology, in any EU member or candidate country
- Experience in the region would be considered as an advantage
