EU – China Environmental Governance Programme
The project will contribute to the overall objective to improve environmental governance through enhanced governmental function, public participation and corporate responsibility.
The project aims to achieve the following results:
1. Improved implementation of the environmental policy and law through enhanced public participation and coherent and relevant local legislation.
2. Improved access to justice on environmental matters for government and public.
3. Improved role of the beneficiaries (public, civil society, local government) in environmental and development planning as well as in decision-making at local levels through awareness and enhanced access to adequate information.
4. The private sector to be engaged in proactive and sustainable practices and the use of market-based instruments to be increased.
5. Improved central policy and legal framework through support to central government in enhancing public access to information, public participation in environmental decision making and access to justice.
Position: Team leader (Senior expert)
Duration of the assignment: 1100 work days over 60 months
Requirements:
Qualifications and skills:
- University or equivalent degree of at least three years in a discipline relevant to the scope of the assignment such as public administration, international relations, environmental sciences, management, economics, development economics or other relevant subjects
- Excellent communication skills to be able to communicate convincingly and diplomatically with a wide range of contacts, including strong public speaking and presentation skills
- Strong project management skills to be able to manage a complex project effectively delivering results under tight deadlines
- Strong people management skills to be able to lead, coach and motivate a multi-cultural team to deliver the required results
- Knowledge of EC procedures highly preferable
- Computer literacy
- Proven excellent report writing and communication skills in English
- Chinese language skills an asset
- Good knowledge of the Chinese context an advantage
General professional experience:
- Minimum 10 years of relevant professional experience, out of which:
- Minimum 5 years of experience in project management is required
- Experience with an international team is required
- Experience abroad in assignments in developing and/or transitional economies is an asset
Specific professional experience:
- Minimum 5 years experience in implementing technical cooperation projects at an international level, preferably as a team leader
- Experience in institutional capacity building of public administrations is an asset, experience in working with local authorities at provincial level is a further advantage
- Experience in the field of environment
- Experience in development cooperation projects in China an asset
- Experience with EC/EU funded projects preferable

Requirements:
Qualifications and skills:
- University or equivalent degree of at least three years in law, governance, environmental studies or other relevant discipline
- In depth knowledge of EU environmental governance policies an advantage
- Coordination and networking capacities
- Excellent drafting skills
- Excellent oral communication skills
- Computer literacy
- English language proficiency
- Working knowledge of Chinese language an asset
- Knowledge of EC procedures highly preferable
General professional experience:
- Minimum 10 years relevant professional experience, out of which minimum 5 in Asia
- Experience of policy development
- Experience in analysing, developing and drafting legislation
Specific professional experience:
- Working experience of state and local governance in China
- Experience of development and implementation of environmental legislation at international level
- Working experience with China's environmental agenda and policy-making
