Establishment of an Integrated Management Information System (MIS) in Croatia
The overall objective of the project is to contribute to effective implementation and management of EU Cohesion policy funds in Croatia, in line with EU requirements.
The purpose of this project is the establishment of a Management Information System compliant with the EU Cohesion policy requirements, in order to support all structures involved in EU Structural and Cohesion Funds (SCF) management in recording and maintaining of data for monitoring and management purposes.
Results to be achieved:
- Current IPA MIS and the existing IT hardware and infrastructure analysed
- SCF MIS software developed
- Capacities of SCF MIS users enhanced
- SCF MIS software maintained and upgraded
Position: Key expert 1 - Team Leader
Duration of the assignment: min 350 work days over 24 months
Requirements
Qualifications and skills:
- A level of education which corresponds to completed university studies of at least three years‟ duration attested by diploma or equivalent general professional experience of 12 years in the field of programming and database development (SQL, Oracle or equivalent)
- Working knowledge of English language
- Certificate related to database development (SQL or Oracle)
General professional experience:
- 8 years of working experience in the field of programming and database development (SQL, Oracle or equivalent)
- 5 years of working experience in coordination or management of IT projects
Specific professional experience:
- Experience with implementation and /or development of two IT projects
- Experience in design and development of web based applications
- Experience as a Team Leader on technical assistance project(s) is an advantage (will be scored up to 3 points)
- Experience in designing, development and/or upgrading of MIS 2007-2013 for Cohesion and Structural Funds in one EU Member State is an advantage (will be scored up to 3 points)
- Experience in conducting IT training is an advantage (will be scored up to 2 points)
Position: Key expert 2 - Senior IT Expert
Duration of the assignment: min 260 work days over 24 months

- A level of education which corresponds to completed university studies of at least three years‟ duration attested by diploma or equivalent general professional experience of 12 years in the field of programming and database development (SQL, Oracle or equivalent)
- Working knowledge of English language
- Certificate related to database development (SQL or Oracle)
General professional experience:
- 8 years of working experience in the field of programming and database development (SQL, Oracle or equivalent)
- 3 years of working experience in business process analysis
Specific professional experience:
- Experience in implementation and /or development of two software development projects
- Experience in design and development of web based applications
- Experience in quality assurance on at least two software development projects is an advantage (will be scored up to 3 points)
- Experience in designing, development and/or upgrading of MIS 2007-2013 for Cohesion and Structural Funds in one EU Member State is an advantage (will be scored up to 3 points)
