Complementary Support to the Ministry of Ecology and Natural Resources of Ukraine for the Sector Budget Support Implementation
The overall objective of this project is to contribute to the achievement of the National Environmental Strategy priorities in line with the EU-Ukraine Association Agenda and environmental cooperation agreements.
The purpose of the project is to assist Ministry of Ecology and Natural Resources (MENR), other stakeholders and the civil society actors in implementation, coordination, management and reporting of the EU Sector Budget Support (SBS) Programme.
The project is divided into following components:
- Component 1: Specific Assistance to Fulfilling Conditions and Indicators
- Component 2: Assistance Regarding Functioning of the Joint Monitoring Group and Reporting on Implementation/Provision of Operative Ad-Hoc Activities
- Component 3: Institutional/Administrative Capacity Building
- Component 4: Assistance in Coordination/Cooperation Issues Supporting the Patterns of Sustainable Development
- Component 5: Harmonisation of the Ukrainian Legislation with the Respective EU Acquis
- Component 6: Support to Investment Activities Necessary for the Implementation of the National Action Plan (NAP)
- Component 7: Cooperation with Civil Society Actors and Information/Communication Activities
Position: Key Expert 1 - Team Leader
Duration of the assignment: 600 work days over 36 months
Requirements
Qualifications and skills:
- At least Master Degree in Economics/Environment or equivalent
- Excellent English communication skills, both spoken and written
- Good command of Ukrainian or Russian language would be a definite asset
General professional experience:
- At least 15 years of proven general professional experience in the field of the
environment
Specific professional experience:
- Proven experience as a team leader in at least one technical assistance project in the
ENP, ex Phare, ex Cards, ex Meda and/or ex Tacis countries
- Proven experience as advisor and/or consultant providing policy advice to Government
- Good knowledge of the Sector Budget Support operations
- Experience in setting up and maintaining environmental and/or budget support monitoring systems, preferably in the public sector and/or in EU-funded programmes, would be a definite advantage
- Proven experience in the area of public finance would be an advantage
Position: Key expert 2 - Environment Policy and Strategy/Investment Expert
Duration of the assignment: 660 work days over 36 months
Key Expert 2 will be responsible for the implementation of Component 1 and Component 6.
Requirements
Qualifications and skills:
- At least Master Degree in environment and /or economic field, or equivalent
- Excellent English communication skills, both spoken and written
- Good command of Ukrainian or Russian language would be an asset
General professional experience:
- At least 10 years of proven general professional experience
- Proven experience in the environmental sector, minimum 5 years required
Specific professional experience:
- Proven experience in the issues related to environment sector development
- Proven experience in providing policy advice at national or regional level on environment issues, preferably including policy and strategy issues, investment activities
- Consultancy experience in the environment field in the ENP, ex Phare, ex Cards, ex Meda and/or ex Tacis countries would be an advantage
- Experience in the Ukrainian environment sector would be an advantage
Position: Key expert 3 - Capacity Building, Coordination and Visibility Expert
Duration of the assignment: 600 work days over 36 months
Key Expert 3 will be responsible for the implementation of Component 3 and Component 7.
Requirements
Qualifications and skills:
- At least Master Degree in Mass-media/Communication and/or Environment
- Excellent English communication skills, both spoken and written
- Very good command of Ukrainian or Russian language would be an asset
General professional experience:
- At least 10 years of proven general professional experience, of which at least 3 years experience in environmental NGOs
Specific professional experience:
- Proven experience in capacity building, coordination and visibility aspects of EU-funded projects
- Consultancy experience in the ENP, ex Phare, ex Cards, ex Meda and/or ex Tacis countries would be an advantage
- Experience in budget support programmes would be an advantage
- Experience in JMG work/coordination would be an advantage
Position: Key expert 4 - Environmental Legal Expert
Duration of the assignment: 660 work days over 36 months
Key Expert 4 will be responsible for the implementation of Component 2 and Component 5.
Requirements
Qualifications and skills:
- At least Master Degree in Law or equivalent
- Excellent English communication skills, both spoken and written
- Good command of Ukrainian or Russian language would be an asset
General professional experience:
- At least 10 years of proven general professional experience
- At least 5 years of legal experience in the field of EU environmental legislation
Specific professional experience:
- Proven experience in the issues related to approximation of the legislation to the EU acquis in the field of environment, energy efficiency, competition, regulation by the countries in transition
- Consultancy experience on environment legal issues in the ENP, ex Phare, ex Cards, ex Meda and/or ex Tacis countries would be an advantage
- Experience in drafting of country level policy and legal documents would be an advantage
