Project Description: 

The overall objective of the project is to support the local authorities in the ENPI South Mediterranean Partner Countries to respond more actively to sustainable policy challenges.

The purpose of the project is to develop the capacities of local authorities in the region to formulate and implement more sustainable local policies, such as those implied by joining the Covenant of Mayors and developing the related Sustainable Energy Action Plans(SEAPs). The project will also contribute to making national authorities more aware of and responsive to the need for and advantages of a strong involvement of cities in policy issues which has a direct impact on them.

The expected results are:
- Improved knowledge of the ENPI South national authorities on the role of Local Authorities in the field of sustainable policy and progress in the design and implementation of support at national level of this role
- Increased capacity of ENPI South Local Authorities with regards to the development and implementation of sustainable policies
- Improved awareness and involvement of the local population with regard to sustainable local policies, including sustainable energy
- Improved implementation of the Covenant of Mayors in the region
- Two regional focal points are established and able to become Covenant Coordinators/Supporters

Position: Key expert 1 - Team Leader
Duration of the assignment: 660 working days over 36 months

Requirements
Qualifications and skills:
- Master degree or equivalent diploma in applied urban sciences (urban planning, urban management, etc.), government, public administration or any other relevant field
- Demonstrated ability to run high profile programmes and projects and to manage a multicultural team
- Excellent written and oral communication skills as well as strong inter-personal and negotiation skills are essential
- Fluency in English and French (oral and written) is essential; Good working knowledge of Arabic is an asset

General professional experience:
- At least 10 years professional experience
- At least 5 years of experience in leading international and/or EU co-operation project teams (with an assignment of minimum 6 months in a row)
- At least 5 years of experience in capacity development of local authorities
- Proven ability to draw up reports in English and French

Specific professional experience:
- Strong planning and organisational skills, including team management
- Professional experience in at least 3 ENPI South countries
- Professional experience in issues relating to decentralisation (from State to local level) and in implementing good governance practices at local level
- Proven ability to work using participatory methods involving non states actors and LA.

Duration of the assignment: 660 working days over 36 months each

Requirements
Qualifications and skills:
- Master degree or equivalent diploma in public administration, finance, urban planning, engineering, or any other relevant field with a focus on energy and / or environment (including climate change)
- Strong written and oral communication skills as well as strong inter-personal and negotiation skills are essential
- Fluency in English, and for the Key Expert working in the Maghreb region in French, is required
- Proficiency in Arabic, especially for the Key Expert working in the Mashreq region is required

General professional experience:
- At least 8 years of experience in carrying out similar management support
- At least 4 years of experience in international technical assistance assignments

Specific professional experience:
- Extensive knowledge of decentralised cooperation
- Professional experience in at least three ENPI South countries
- At least 5 years of experience in empowerment of the planning/management capacities of municipalities
- Experience in sustainable urban development issues

Position: Key expert 4 - Communication and Networking Expert
Duration of the assignment: 330 working days over 36 months

Requirements
Qualifications and skills:
- Master degree or equivalent diploma in communication, journalism, media or related fields
- Excellent written and oral communication skills as well as inter-personal aptitudes
- Fluency in Arabic, English and French

General professional experience:
- At least 8 years of experience as communication expert or in a similar position
- At least 4 years of experience in international assignments

Specific professional experience:
- Involvement in the preparation of at least two international visibility and communication campaigns
- Website content development (drafting of press releases, newsletters, articles for the web) in Arabic, French and English
- Liaison with the media, designing of marketing campaigns, information collection and website management, networking, newsletter preparation and editing of other communication materials
