Countries: Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro and Serbia, as well as Kosovo and Turkey

The overall objective of the project is to reduce the vulnerability of the Beneficiaries to natural and man-made disasters at local, national and regional levels.
The purposes are as follows:
- Purpose 1: contributing to the development of the beneficiaries’ civil protection capacities
civil protection organisations of the beneficiaries shall become aware and able to advise on and, where possible, implement the best EU practices on inter alia monitoring and early warning systems (EWS), host-nation support (HNS), '112' centres and lessons learned programmes; they shall be able to apply for and access funds available through national IPA programmes; and
- Purpose 2: bringing the beneficiaries closer to the Community Civil Protection Mechanism
civil protection organisations of the beneficiaries shall become better informed and more effective actors in using approaches and methods established in the Mechanism Participating States; they shall be able to effectively collaborate with the EU partners in responding to disasters, including through close cooperation with the EU/MIC (Monitoring and Information Centre); the ultimate goal of this cooperation shall be the gradual and full integration of the beneficiaries in the Mechanism once the conditions are met.

Three components are foreseen for this project each covering a different, yet related, group of activities, and corresponding to one of three lots.

Lot 1: Design, prepare, conduct and evaluate a training programme with exchanges of experts’ component.
Lot 2:  Design a model and prepare, conduct and evaluate 2 full scale regional exercises, and arrange the participation of 8 beneficiaries’ teams in the Mechanism exercises.
Lot 3:  Prepare, organise and evaluate 12 workshops on the key identified topics.

Position: Key expert 1 - Team Leader

Duration of the assignment: 440 work days over 24 months

 

Requirements:

Qualifications and skills:

- University degree (preferably advanced level)

- Fluency in both written and spoken English

- High quality analytical and document drafting skills

- Proven skills in leading similar assignments

* Among candidates of comparable qualification and skills preference will be given to those who have linguistic skills in one or more languages of the beneficiary countries.

 

General professional experience:

- Preferably 10 years of professional experience in the field related to civil protection/disaster management or equivalent

- Minimum two project references related to the subject matter of the contract in the region

- General experience demonstrating an understanding of the EU acquis relevant for civil protection and/or of the EU enlargement process

* Among candidates comparable professional experience preference will be given to those having the most demonstrated experience in international projects relevant to this tender procedure during the previous 5 years.

 

Specific professional experience:

- Track record in project management; supervising and coordinating technical aspects of projects; ensuring good client communication; managing administrative and logistical support

- Proven experience in the field of civil protection in either EU Member States, former or current Candidate or Potential Candidate countries

* Among candidates fulfilling the above minimum requirements, preference will be given to those with demonstrated experience related to training, exercises or other capacity building initiatives in the field of civil protection and a proven track record in project preparation in the beneficiary countries.

Duration of the assignment: shared work duration - 660 work days over 24 months

Specific professional experience:

- Experience in civil protection training activities including organization and facilitation of large programmes, development of training materials, coordination of activities, ensuring follow up etc.

- Practical experience in designing, planning, conducting and evaluation of international Civil Protection training courses for teams as well as for experts

- Participation in the Civil Protection Mechanism training courses

- Experience in editing of promotional materials and managing information flow

- Experience in interacting with candidate countries and potential candidates, other relevant stakeholders and the Commission services (desirable)

Position: Lot 2, Key expert 2 - Senior Exercise Expert – Scenario Planning & Management

Duration of the assignment: 220 work days over 24 months

- Experience in civil protection exercises and the organization and facilitation of large events, development of background materials, coordination of activities, ensuring follow up etc.

- Experience in developing and implementing a disaster management scenarios

- Experience in editing of promotional materials and managing information flow

- Experience in interacting with candidate countries and potential candidates, other relevant stakeholders and the European Commission services (desirable)

* Among candidates fulfilling these requirements, preference will be given to those with demonstrated experience in interacting with civil protection services in as many beneficiaries as possible.

 

Position: Lot 2, Key expert 3 / Key expert 4 - Senior Exercise Expert - Logistics
