Assistance to the Digital Broadcasting Switchover in Serbia
The overall objective of the project is to successfully maintain viewers’ access to information after the switch-off of analogue broadcasting and introducing European digital television standards in Serbia. The project team will assist the Ministry of Telecommunications and Information Society (MTIS) and the other stakeholders in carrying out a smooth transition from analogue terrestrial television broadcasting to digital.
Results to be achieved:
- The capacity enhanced of the MTIS and the other stakeholders by having the DSO-WG structured, operational and managing the DSO process on the basis of an implemented overall milestone planning and reporting structure;
- Media Plan implemented with a special focus on establishing an operational national DSO call centre, portal and other means of informing viewers, retailers, supply industry and (local) government(s) in switching to digital television;
- An comprehensive set of ETV’s DVB-T2 network services (including the appropriate service levels) and the associated tariff scheme, to be approved and officially published by RATEL;
- A comprehensive and detailed national licensing framework (including licensing procedures and terms & conditions) and an associated set of Law/Bylaw modifications, to be approved by the Serbian Government;
- The capacities enhanced of the MTIS and ETV in managing the delivery of the DVB-T2 digital network equipment supplies, as well as in developing the digital television network.
Position: Key expert 1 - Team Leader
Duration of the assignment: 440 work days over 24 months
Requirements
Qualifications and skills:
- A university degree in Economics, Business Administration, Telecommunications, Broadcasting engineering or equivalent
- Excellent knowledge of English written and spoken
General professional experience:
- Minimum of 15 years of professional experience in the field of broadcasting and/or telecommunications, out of which at least 5 years in a managerial role with coordination responsibilities in EU member states, candidate or potential candidate states
- Extensive project management experience in the broadcast and/or telecommunications industry, dealing with a wide range of stakeholders and/or project team members with different professional backgrounds
Specific professional experience:
- Experience in participating in and/or leading a DSO process, preferably in one of the EU member states
- Profound understanding and experience in dealing with the technological, legal and business processes and decisions involved in a DSO process
Position: Key expert 2 - Senior Legal Expert
Duration of the assignment: 140 work days over 24 months
Requirements
Qualifications and skills:
- A university degree in Broadcasting, Telecommunications Law or equivalent
- Excellent knowledge of English written and spoken
General professional experience:
- Minimum of 10 years of professional experience in the field of EU competition law or broadcasting and telecommunications specific regulations, out of which at least 5 years in one of the EU members states, candidate or potential candidate states
- Excellent knowledge of the broadcasting and/or telecommunications policy and regulations instruments
Specific professional experience:
- Experience in designing a comprehensive set (or significant parts) of a legal and licensing framework for broadcast and spectrum rights assignments
- Experience in drafting license terms & conditions and assignment procedures and aligning them with relevant EU regulations
- Experience in designing and/or executing broadcast license conversion programs would be an asset
Position: Key expert 3 - Technical Broadcast Network Expert
Duration of the assignment: 165 work days over 24 months
Requirements
Qualifications and skills:
- A university degree in telecommunications or broadcasting engineering or equivalent
- Excellent knowledge of English written and spoken
- Knowledge of the Serbian language, both spoken and written would be an asset
General professional experience:
- At least 10 years of professional experience in dealing with television broadcasting equipment (including experience in procurement and/or design and/or installing and/or maintenance of television broadcasting equipment)
- Experience in EU standards based television digitalisation process especially regarding digital television broadcasting equipment
Specific professional experience:
- At least 3 years of work experience related to digital television broadcast equipment, based on European digital terrestrial broadcasting standards, and preferably for SFN network topologies (including digital head-end equipment, MPEG-4 coders/encoders, Radio Relay links and/or other distribution networks, main transmitter stations and gap fillers and antenna/combiner systems)
- Specific knowledge in methodology of telecommunications and broadcast network development projects
