Air Quality Governance in the ENPI East Countries
Countries: Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Russian Federation, Ukraine
The overall objective is the improved and sustainable management of natural resources including nature protection, reduced effects of climate change, and increased environmental cooperation and awareness.
The following results are foreseen:
- the partner countries will pursue better implementation of legislation and regulations in the field of air quality,
- countries will comply better with international standards and gradually converge towards European policy principles and approaches and legislation as regards framework requirements to air quality with special focus on the industry (e.g. introduction of integrated permitting, best available techniques and best practices for selected industrial sectors etc.) and the transport sectors (e.g. introduction of transport-related emission standards,mechanisms to encourage the use of public transport, etc.),
- better environmental awareness through regional and sub-regional cooperation and through the involvement of civil society (NGOs) and the private sector.

Requirements
Qualifications and skills:
- Advanced university degree (Masters or Ph.D.) in a relevant science
- Russian language proficiency
- Communication and people management skills
General professional experience:
- Professional experience in management of environmental projects of at least 10 years
- Capacity to supervise, coordinate and contribute to all aspects of the project’s technical work
- Capacity to organise and oversee administrative and logistic support, and to ensure good communication with the Project Partners
- Group facilitation skills
Specific professional experience:
- Experience with air quality assessment and management / air pollution control issues
- Relevant project experience in

Qualifications and skills:
- Advanced university degree (Masters or Ph.D.) in a relevant science
- Russian language skills required / recommended
General professional experience:
- Relevant professional experience, of at least 10 years
- Profound understanding and practical experience of methodologies for design and implementation of national and regional air quality assessment and management programmes
- Extensive experience in air quality monitoring
- Understanding of problems faced by national and regional air quality monitoring related organisations in transition economies
Specific professional experience:
- Professional experience with at least one national or regional air quality monitoring programme
- Experience with air quality modeling

- University degree in environmental engineering, environmental economics or equivalent
- Russian language skills required / recommended
General professional experience:
- Relevant professional experience, of at least 10 years
- Understanding of air pollution problems caused by industry
Specific professional experience:
- Experience in the IPPC permitting system (including BAT)
- Experience in development of emission inventories and projections (including modeling)
Position: Key expert 4 - Air Pollution Control Expert 2 - Transport
