Project Description: 

The 10th EDF support to the General Auditing Commission (GAC) of Liberia covers different components with the aim of institutional strengthening and organisational capacity building such as improving GAC organisational structures, human resources management and increasing audit coverage by engaging with the national legislature in its overseeing role while supporting the auditee community in enhancing public finance management (PFM).

The long-term technical assistance aims to strengthen the GAC of Liberia to serve as an effective and efficient pillar of integrity. The project seeks to increase the productivity and effectiveness of the GAC in a sustainable manner in order to enhance accountability and integrity and transparency in the PFM system of Liberia.

Expected results:

Result 1: institutional strengthening and capacity building of GAC:

  • component 1.1: strengthening the legal and regulatory framework of the GAC in line with international standards,
  • component 1.2: strengthening GAC's organisational structure and procedures,
  • component 1.3: internal capacity building,
  • component 1.4: supporting decentralisation of GAC offices

Result 2: strengthened linkages with stakeholders:

  • component 2.1: strengthening the linkage between GAC, the national legislature and other partners,
  • component 2.2: provision of support services to the auditees

Position: Key expert 1 - Team Leader/Long-term Technical Assistant
Duration of the assignment: 560 work days over 30 months

Requirements
Qualifications and skills:
- The expert must have at minimum a Masters level university degree in relevant areas or at least 20 years of relevant working experience
- The expert should have an audit and/or accounting professional certificate (Chartered Accountant, Institute of Internal Auditors, Certified Public Accountant or other recognized designation)
- The expert must have a clear understanding of INTOSAI international standards and guidelines
- He/She must be able to demonstrate good analytical, communication, and report writing skills
- He/She must have excellent English command and computer literate
- The expert must be able to demonstrate strong organizational, management and planning skills
- Knowledge of different SAI models is an advantage

General professional experience:
- The expert must be able to demonstrate at least twelve years of professional experience in accounting, auditing, financial management and audit quality control and will have conducted audits of government accounts or public institutions in various countries
- The expert needs to demonstrate at least five years of experience in a Supreme Audit Institution or in a Government/Public Finance Inspectorate or any other equivalent Government Institution
- Familiarity and/or experience working with EDF projects/EC procedures as well as of project cycle management (including the management of Programme Estimates and procurements) is an asset
- The expert should have demonstrated skills to work with a wide range of partners, manage complex issue areas and projects, and to produce a quality product under pressure

Specific professional experience:
- The expert must demonstrate experience in project management and supervision, including contractual and financial management
- The expert must demonstrate experience in the field of strengthening external public audit systems and institutions and demonstrated sound knowledge of external public audit systems
- The expert should be able to demonstrate undertaking of similar project management assignments in developing countries
- The expert must be able to demonstrate team leadership experience and ability
- Experience related to human resources management is considered an advantage
- Relevant experience in African countries, especially the Western Africa region, will be an advantage
- Experience in a post conflict environment and/or transition economies will be an advantage

Position: Key expert 2 - Principal Audit Training Expert/Long-term Technical Assistant
Duration of the assignment: 560 work days over 30 months
